363 <br /> <br />ORDINANCE NO. NS-1951 <br />PAGE SEVEN <br /> <br />SECTION 11: That section 7-28 of the Santa Ana Municipal <br />Code is hereby amended to read as follows: <br /> <br />Sec. 7-28. Floodproofing. <br /> <br /> Where a nonresidential structure is intended to be <br />made watertight below the base flood level, a registered <br />professional engineer or architect shall develop and/or <br />review structural design, specifications, and plans for <br />the construction and shall certify that the design and <br />methods of construction are in accordance with accepted <br />standards of practice for meeting the applicable pro- <br />visions of section 7-32, and a record of such certificates <br />indicating the specific elevations (in relation to mean <br />sea level) to which such structures are floodproofed <br />shall be maintained together with the records designated <br />in section 7-27. <br /> <br />SECTION 12: That the Santa Ana Municipal Code is hereby <br />amended by adding a section, to be numbered 7-29, which said <br />section reads as follows= <br /> <br />Sec. 7-29. Enclosed areas below the lowest floor. <br /> <br /> For all new construction and substantial improve- <br />ments, fully enclosed areas below the lowest floor that <br />are subject to flooding shall be designed to automatically <br />equalize hydrostatic flood forces on exterior walls by <br />allowing for the entry and exit of floodwaters. Designs <br />for meeting this requirement must either be certified by <br />a registerd professional engineer or architect or meet or <br />exceed the following minimum criteria: a minimum of two <br />openings having a total net area of not less than one square <br />inch for every square foot of enclosed area subject to flood- <br />ing must be provided. The bottom of all openings shall be <br />no higher than one foot above grade. Openings may be equipped <br />with screens, louvers, valves or other coverings or devices <br />provided that they permit the automatic entry and exit of <br />floodwaters. <br /> <br />SECTION 13: That section 7-31 of the Santa Ana Municipal Code <br />is hereby amended to read as follows: <br /> <br /> Sec. 7-31. AO, AH, A7 and A8 zone standards - Residential <br /> structures. <br /> <br /> .Ail new construction and substantial improvements of <br />residential structures (other than manufactured homes) in <br />the AO, AH, A7, or A8 zones must have the lowest floor <br />(including basement) elevated above the highest adjacent <br /> <br /> <br />
