735 <br /> <br />REL: 9/25/90 <br /> <br /> ORDINANCE NO. NS-2089 <br /> <br />AN ORDINANCE OF THE CITY OF SANTAANA REZONING <br />CERTAIN PROPERTY LOCATED ON LAKE CENTER DRIVE <br />AND SUSAN STREET FROM THE M1 (LIGHT <br />INDUSTRIAL) DISTRICT TO THE SD (SPECIFIC <br />DEVELOPMENT) DISTRICT, ADOPTING SPECIFIC <br />DEVELOPMENT PLAN NO. 58 FOR SAID PROPERTY, AND <br />APPROVING A DEVELOPMENT AGREEMENT BETWEEN THE <br />CITY OF SANTA ANA AND CALIFORNIA PACIFIC <br />PROPERTIES PERTAINING TO SAID PROPERTY. <br /> <br /> WHEREAS, Amendment Application No. 1043 has been filed with <br />the city of Santa Ana to change the zoning district designation of <br />certain real property located generally on Lake Center Drive and <br />Susan Street in the City of Santa Ana, and more specifically <br />delineated in Exhibit A, attached hereto and incorporated herein by <br />reference, from the M1 (Light Industrial) District to the SD <br />(Specific Development) district, and to adopt Specific Development <br />Plan No. 58, in the form set forth in Exhibit B, attached hereto <br />and incorporated herein by reference, for said property; and <br /> <br /> WHEREAS, the applicant California Pacific Properties proposes <br />to develop said property in accordance with Specific Development <br />Plan No. 58 and in this regard has requested to enter into a <br />Development Agreement in the form set forth in Exhibit C, attached <br />hereto and incorporated herein, with the City of Santa Ana, in <br />accordance with sections 65864-65869.5 of the Government Code of <br />the State of California; and <br /> <br /> WHEREAS, the Planning Commission of the City of Santa Ana held <br />a duly noticed public hearing on September 10, 1990, on the said <br />Amendment Application, Specific Development Plan, and the <br />Development Agreement, and, based thereon, determined that the <br />development as proposed therein is consistent with the general plan <br />of the City of Santa Ana, and recommended that the City Council <br />approve the Amendment Application, Specific Development Plan No. <br />54, and the Development Agreement; and <br /> <br /> WHEREAS, prior to taking action on this ordinance, the City <br />Council of the City of Santa Ana has reviewed and considered the <br />information contained in that certain "Lake Center Environmental <br />Impact Report" pertaining to the development of the abovesaid <br />property in accordance with Specific Development Plan No. 58 and <br />the Development Agreement, and, by its Resolution No. 90- , has <br />certified said environmental impact report as having been prepared <br />in accordance with the California Environmental Quality Act and has <br />adopted environmental findings regarding the Lake Center project; <br />and <br /> <br />WHEREAS, this Council, prior to taking action on this <br /> <br /> <br />
