<br />21H ORDINANCE NO. NS-2113 <br /> <br />[ <br /> <br />,... <br /> <br />~ <br />I <br />~ <br /> <br />Sec. 36-486. Issuance of permits. <br /> <br />Unless otherwise prescribed in the resolution <br />establishing a permit parking district, applications for <br />permits to park within a permit parking district may be made <br />by any resident or any eligible nonresidential user residing <br />or working within such district who is licensed to drive a <br />vehicle. Such applications shall be filed with the director or <br />his designated representatives. Unless otherwise prescribed <br />by the resolution establishing the district, not more than <br />three (3) permits (exclusive of guest parking permits) shall <br />be issued to residents of any single dwelling unit. Any <br />person aggrieved by the decision of the director may appeal <br />such decision to the city manager, whose decision on the <br />matter shall be final. <br /> <br />SECTION 4: The following areas are added to the "Downtown <br />Parking Meter Zone" established by Ordinance No. NS-1996, section <br />9: <br /> <br />(a) <br /> <br />Both sides of Sycamore Street between Washington Avenue <br />and Seventeenth street. <br /> <br />(b) <br /> <br />The area bounded by Flower street on the west, by <br />Washington Avenue on the north, by Broadway on the east, <br />and by civic Center Drive on the south, not including the <br />aforesaid perimeter streets. <br /> <br />The Executive Director of Public Works is hereby authorized and <br />directed to cause parking meters to be installed in said additional <br />areas, subject to the purchasing rules and regulations of the <br />Charter and ordinances of the City and such other direction as may <br />be made by the City Council. <br /> <br />SECTION 5: If any section, subsection, sentence, clause, <br />phrase or portion of this ordinance is for any reason held to be <br />invalid or unconstitutional by the decision of any court of <br />competent jurisdiction, such decision shall not affect the validity <br />of the remaining portions of this ordinance. The City council of <br />the city of Santa Ana hereby declares that it would have adopted <br />this ordinance and each section, subsection, sentence, clause, <br />phrase or portion thereof irrespective of the fact that anyone or <br />more sections, subsections, sentences, clauses, phrases, or <br />portions be declared invalid or unconstitutional. <br /> <br />SECTION 6: Neither the adoption of this ordinance nor the <br />repeal hereby of any ordinance shall in any manner affect the <br />prosecution for violation of ordinances, which violations were <br />committed prior to the effective date hereof, nor be construed as <br />affecting any of the provisions of such ordinance relating to the <br />collection of any such license or penalty or the penal provision <br /> <br />2 <br />
