<br />ORDINANCE NS-2124 <br />PAGE TWO <br /> <br />317 <br /> <br />(e) The Congestion Management Program (CMP) recognizes <br />and encourages the use of Transportation Demand Management <br />(TDM) strategies to promote alternative transportation methods <br />and improve the general efficiency of the transportation <br />system by enhancing vehicle flow and shifting demand on <br />existing transportation facilities through encouraging changes <br />in individual travel behavior. <br /> <br />(f) Implementation of TDM strategies at the local <br />government level would provide public benefits by improving <br />air quality and enhancing the effectiveness of the existing <br />transportation system. <br /> <br />(g) coordinated TDM efforts among all local <br />jurisdictions in the County can contribute to improvements in <br />air quality and the efficiency and effectiveness of the <br />transportation system including reductions in traffic <br />congestion. <br /> <br />(h) This article serves to codify standards of <br />transportation demand management and transportation system <br />management which, prior to its adoption, were imposed on <br />development projects as conditions of approval through the <br />City's environmental review process. <br /> <br />8ec. 36-601. Definitions. <br /> <br />For the purposes of this article, the definitions for the <br />following terms shall apply: <br /> <br />(a) "Alternative transportation modes" means any mode of <br />travel that serves as an alternative to the single occupant <br />vehicle. This can include all forms of ridesharing such as <br />carpooling or vanpooling, as well as public transit, bicycling <br />or walking. <br /> <br />(b) "Applicable development" means any new development <br />project that is determined to meet or exceed the employment <br />threshold using the criteria contained in section 36-605 of <br />this article. <br /> <br />(c) "C.C.&R's" means a declaration of covenants, <br />conditions, and restrictions applying to an applicable <br />development site and running with the land, duly executed by <br />the owner thereof, in a form allowing recordation in the <br />office of the county recorder, which binds employers on such <br />site to comply with the TDM program approved for such site, <br />and which cannot be amended or extinguished without the <br />consent of the city. <br /> <br />2 <br />
