ORDINANCE NO. NS-2193 <br /> <br />AN ORDINANCE OF THE CITY OF SANTA ANA REZONING <br />CERTAIN PROPERTY LOCATED AT THE NORTHEAST <br />CORNER OF MAIN STREET AND OWENS DRIVE FROM THE <br />Ri (SINGLE-FAMILY RESIDENCE) AND C2 (GENERAL <br />COMMERCIAL) DISTRICTS TO THE SD (SPECIFIC <br />DEVELOPMENT) DISTRICT, ADOPTING SPECIFIC <br />DEVELOPMENT PLAN NO. 59 FOR SAID PROPERTY, AND <br />APPROVING A DEVELOPMENT AGREEMENT BETWEEN THE <br />CITY OF SANTA ANA AND ORIENT CORPORATION OF <br />AMERICA, INC., PERTAINING TO SAID PROPERTY <br /> <br /> WHEREAS, Amendment Application No. 1055 has been filed with <br />the city of Santa Ana by Orient Corporation of America, Inc., to <br />change the zoning district designation of certain real property <br />located generally at the northeast corner of Main Street and Owens <br />Drive in the City of Santa Ana, and more specifically delineated in <br />Exhibit A, attached hereto and incorporated herein by reference, <br />from the Ri (Single-family residential) and C2 (General Commercial) <br />Districts to the SD (Specific Development) district, and to adopt <br />Specific Development Plan No. 59, in the form set forth in Exhibit <br />B, attached hereto and incorporated herein by reference, for said <br />property; and <br /> <br /> WHEREAS, the applicant Orient Corporation of America, Inc. <br />proposes to develop said property in accordance with Specific <br />Development Plan No. 59 and in this regard has requested to <br />approval of a Development Agreement with the city of Santa Ana in <br />the form set forth in Exhibit C, attached hereto and incorporated <br />herein, in accordance with sections 65864-65869.5 of the Government <br />Code of the State of California; and <br /> <br /> WHEREAS, the Planning Commission of the City of Santa Ana held <br />a duly noticed public hearing on March 22, 1992, on the said <br />Amendment Application, Specific Development Plan, and Development <br />Agreement, and, based thereon, determined that the development as <br />proposed therein is consistent with the general plan of the City of <br />Santa Ana, and, subject to certain modifications, recommended that <br />the city Council approve the Amendment Application, Specific <br />Development Plan No. 59, and Development Agreement; and <br /> <br /> WHEREAS, prior to taking action on this ordinance, the city <br />Council of the City of Santa Ana has reviewed and considered the <br />information contained in that certain "Main Street Concourse" <br />environmental impact report pertaining to the development of the <br />abovesaid property in accordance with amended Specific Development <br /> <br /> <br />
