227 <br /> <br />There exist factors relating to many o~ these properties which do raise <br />concerns about there continued viabilil . The Viva market, item 11, is <br />in a portion of the project area that is affected by crime, gang <br />activity, homeless and vagrancy. A rescue mission and the county social <br />service offices which deal with adult males are across First Street. <br />It is problematical whether the Viva store will maintain a satisfactory <br />level of service and condition, or deteriorate to the level of other <br />commercial properties in the area. The Sizzler Restaurant, item 10, <br />~s in good condition today, but it adjoins a similar restaurant <br />property that has been vacant for over one year. Lack of adequate <br />parking in the area is also a problem. <br /> <br />The large apartment complex at 2111 West 17th is relatively new and in <br />satisfactory condition. However, similar projects ~n the City are in <br />foreclosure as a result of high vacancy rates and reduced rental income. <br />Continued lack of demand could affect this project as well. A poor <br />economy also forces tenants to "double up," and such overcrowding <br />accelerates wear and tear on the building. The complex already <br />generates a high volume of police calls. <br /> <br />The Mission Car Wash, item 3, is viable today. But excluding it and the <br />few other parcels in similar condition from the project area would <br />preclude future Agency financial assistance to prevent deterioration. <br />Lack of ability to insure the long term viability of these properties <br />could impact the Agency's ability to rehabilitate adjoining, blighted <br />parcels <br /> <br />RBH\disk2 <br />bristol <br /> <br />Attachment 1 <br />Page 4 of 4 <br /> <br /> <br />
