The intenectlofl <br /> will be controlled by stop signs on <br /> Kent Avenue until funds become <br /> <br /> A northbound and ~outhbound <br /> left-turn hne will be provided. <br /> <br /> ~o. of McFaddm vets for the proposed development <br /> Avenue ar~s on both sides <br /> <br /> trolled by stop signs on Camille <br /> Strut, A northbound and south- <br /> <br />Between Camille Street and 1st/freer - A restricted opening will be <br />provided for the east sidt <br />Between Washington Avenue- An opening will be provided at <br /> <br />7.5.2 Signalization Improvements <br /> <br />A signal coordination system along Harbor Boulevard <br />from Trask Avenue to Edinger Avenue shall be provid- <br />ed through interconnection of all traffic signals. Left- <br />turn phasing in all directions at the intersections of <br />Harbor Boulevard with Trask Avenue, Westminster <br />Avenue, Fifth Street, First Street, McFadden Avenue <br />and Edinger Avenue also shall be provided. <br />Additionally, emergency vehicle override devices shall <br />be provided in all directions at all signalized intersec- <br />tions. <br /> <br />7.5.3 Bus Turnouts <br /> <br />Far-side bus turnouts shall be provided along both the <br />northbound and southbound sides of Harbor <br />Boulevard at the following intersections: <br /> <br />· Westminster Avenue <br />· First Street <br />· McFadden Avenue <br />· Edinger Avenue <br /> <br />implementation of bus turnout areas will eliminate the <br />potential blockage of through traffic by stopped buses, <br />thus increasing the capacity of the street. Bus turnouts <br />shall be required as part of any future development <br />permit at the above intersections, and shall conform to <br />the standards of the Orange County Transportation <br />Authority. <br /> <br />7.5.4 Parking Policy <br /> <br />Parking shall be prohibited along both sides of Harbor <br />Boulevard from Trask Avenue to Edinger Avenue. The <br />prohibition of parking will improve traffic operation <br />and increase the capadty of Harbor Boulevard by elim- <br />inating the potential conflicts between parking and <br />unparking maneuvers with through traffic. Proh~iting <br />parking will also improve sight distances at the inter- <br />sections or adjacent to ctriveways, thus reducing acci- <br />dent potential at these locations. <br /> <br />City of Santa Ana Resolution No. 84-5, adopted on <br />February 27, 1984, states that on-street parking will not <br />be removed for the next 10 years. The moratorium <br />should not impact the City's ability to implement the <br />removal of on-street parking as part of the Specific <br />Plan, because the moratorium area is outside the area <br />covered by this specific plan. <br /> <br />7.5.5 Figueroa Street Realignment <br /> <br />The intersection of Figueroa Street and First Street is <br />recommended to be closed. Figueroa Street will be <br />realigned to connect with Bewley Street in order to pro- <br />vide access to First Street. The construction of the <br />realignment shall conform with the established devel- <br />opment standards of the City of Santa Aha. <br /> <br />Because this specific plan calls for commercial develop- <br />ment along the western side of Figueroa Street and <br />because such commercial development may take access <br />only from Harbor Boulevard or First Street, future traf- <br />fic demand along Figueroa Street will be reduced. <br />Diversion of the remaining residential traffic to Bowley <br />Street should not adversely affect existing service levels <br />along Bowley. <br /> <br />7.5.6 Peripheral Loop Road <br /> <br />This facility is to be located north of McFadden Avenue <br />and west of Harbor Boulevard. The commercial hnd <br />uses along the length of the road and the low density <br />residential hnd uses at the northern end would be the <br />primary generators of the projected trips for the facility, <br />The development of the roadway design will conform <br /> <br /> <br />
