NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />DOES HEREBY ORDAIN AS FOLLOWS: <br /> <br />Section 1: Prohibition. <br /> <br /> No special event sign or display permit shall be issued, <br />nor shall such a sign or display be established, for a non- <br />aerial balloon sign. <br /> <br />Section 2: Exception. <br /> <br /> This prohibition shall not prohibit the maintenance of a <br />non-aerial balloon sign for which a valid permit has been issued <br />prior to the date of this Ordinance, provided that such sign <br />shall comply with the provisions of section 41-871 of the Code <br />relating to the time limit that such a sign may be displayed. <br /> <br />Section 3: Expiration. <br /> <br /> This ordinance shall be of no further force <br />months and 15 days from the date of its adoption, <br />extended by further action of the City Council. <br /> <br />and effect 10 <br />unless <br /> <br />Section 4: Publication. <br /> <br /> The City Clerk shall certify to the extension of this <br />ordinance and cause the same to be published in the manner <br />prescribed by law. <br /> <br />Section 5: Emergency Measure. <br /> <br /> This ordinance is introduced, passed and adopted at one and <br />the same meeting and was thereafter immediately effective. The <br />City Council finds that this ordinance is necessary to protect <br />the public safety, health and welfare. The reasons for the <br />emergency are set forth at paragraphs 1 through 10, inclusive of <br />this ordinance. <br /> <br />3 <br /> <br /> <br />
