149 <br /> <br />Guidelines <br /> <br />All lighting potentially visible from an adjacent street except <br />bollard lighting less than forty-two (42) inches high, shall be <br />indirect or shall incorporate a full cut off shield type fixture. <br /> <br />Parking areas, access drives, and internal vehicular circulation area <br />lighting fixtures shall be a zero cutoff. The parking lot illumination <br />level shall achieve a uniformity ratio of 3 to I (average to <br />minimum) with a maintained average of 3.0 foot candle and a <br />minimum of 1.0 foot candle. <br /> <br />Service area lighting shall be contained within the service yard <br />boundaries and enclosure walls. No light spillover should occur <br />outside the service area. The light source should not be visible <br />from the street. <br /> <br />Building illumination and architectural lighting shall be indirect in <br />character. No light source visible. Indirect wall lighting or "wall <br />washing" overhead down lighting, or interior illumination which <br />spills outside is encouraged. Architectural lighting should <br />articulate and animate the particular building design as well as <br />provide the required functional lighting for safety and clarity of <br />pedestrian movement. <br /> <br />5. Pedestrian walk lighting is divided into two types of areas. <br /> <br />Primary areas. Outdoor pedestrian use areas such as <br />courtyard, entry way, etc. Pedestrian lighting should <br />achieve a foot candle minimum of 1, with an average <br />illumination of .60 foot candles and a minimum of .18 foot <br />candles. <br /> <br />Secondary areas. Walk 'lighting where point to point <br />lighting is acceptable with no specific illumination levels <br />required. The main emphasis in this areas should be to <br />clearly identify the pedestrian walkway and direction of <br />travel. <br /> <br />VI. <br /> <br />INTERPRETATION <br /> <br />This Section VII sets forth sign and related standards for MACARTHUR PLACE <br />in accordance with Division 3 of Article XI (commencing with Section 41-880) <br />of the Santa Aha Municipal Code.
