ORDINANCE NO. NS-2483 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA AMENDING SECTION 5-51 OF THE <br />SANTA ANA MUNICIPAL CODE RELATING TO DOG <br />LICENSE-FEE <br /> <br />PJC/9-18-01 <br /> <br /> THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS <br />FOLLOWS: <br /> <br /> Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br /> <br />Currently, Section 5-51(a) of the Santa Ana Municipal Code states that a <br />dog license is valid for a period of one year from the date of purchase. <br /> <br />It is appropriate to empower the Director of Finance to provide for <br />the issuance of multi-year licenses, in an effort to reduce staff time <br />and associated costs with processing annual dog licenses. <br /> <br />Currently, Section 5-51(c) of the Santa Ana Municipal Code charges a <br />penalty assessment of ten dollars against all persons who fail to secure a <br />dog license within thirty days after the license is required. <br /> <br />C= <br /> <br />D= <br /> <br />An average of 25% of all dog licenses are paid late and require <br />collection efforts by the Director of Finance. <br /> <br />= <br /> <br />Due to fluctuating costs associated with collection efforts by the <br />Director of Finance, it is appropriate to set the penalty amount of <br />the fee by resolution of the City Council. Said fee shall be paid to <br />the Department of Finance. <br /> <br />o <br /> <br />It is also appropriate to empower the Director of Finance to <br />establish procedures for the collection of the penalty assessments. <br /> <br />Currently, Section 5-51(d) of the Santa Ana Municipal Code waives the <br />license fee for dogs kept in a duly licensed commercial kennel and for <br />seeing eye dogs trained to assist blind persons. <br /> <br />It is appropriate to amend Section 5-51(d) to include a waiver for <br />signal dogs and service dogs, in addition to seeing eye dogs, as <br />defined in Penal Code Section 365.5. <br /> <br />All provisions of the Santa Ana Municipal Code which are repeated herein <br />are repeated solely in order to comply with the provisions of section 418 of <br /> <br />Ordinance No. NS-2483 <br /> Page 1 of 3 <br /> <br /> <br />
