(c) Noncommercial signs are exempted from compliance with all sections of this article except section 41-860. (5) Conflicts with standards established by resolution of the city council pertaining to the colors and materials of signs adopted for the purpose of promoting signage which is visually attractive and harmonious with its surroundings.
