Section 41-46 is added to Chapter 41 of the Santa Ana Municipal <br />Code to read in full as follows: <br /> <br />Sec. 41-46. Cyber Learning Center. <br /> <br />"Cyber Learning Center" shall mean an establishment that provides <br />computer access, which is operated by the City of Santa Ana, a school <br />district, or a college district, or is operated by a non-profit organization <br />without monetary charge. <br /> <br /> Section 5. Section 41-191.5 is added to Chapter 41 of the Santa Ana Municipal <br />Code to read in full as follows: <br /> <br /> Section 41-191.5 Judicial Relief for permits proceedings affecting <br />expressive conduct. <br /> <br /> The provisions of Section 1094.8 of the California Code of Civil Procedure <br />shall govern any application for administrative mandamus based upon final decisions <br />rendered under the following provisions of this Code: <br /> <br />(a) Adult Businesses, Chapter 41, Article XVll. <br /> <br />(b) Newsracks, Chapter 33, Article 5. <br /> <br />(c) Cyber Cafes, Section 41-198.200. <br /> <br /> Section6. Section 41-198.200 is added to Chapter 41 of the Santa Ana <br />Municipal Code to read in full as follows: <br /> <br />Sec. 41-198.200. Cyber Cafes. <br /> <br />Notwithstanding any other provisions of this chapter, cyber cafes may be <br />conducted in any C1, C2, C3, C3-A, C4, and C5 zones, provided they are carried <br />on in accordance with the limitations hereinafter set forth, and provided a <br />ministerial land use certificate is first obtained in accordance with sections <br />41-675 through 41-677 of this Code.
