Zerman <br /> <br />They were each declared to be elected a <br /> <br />member of the Board of Freeholders to frame a charter <br /> <br />for the government of the city of Santa Ans and the <br /> <br />Clerk was instructed to notify each of said persons <br /> <br /> <br />
