RESOLUTION NO. 5~-92 ESTABLISHING THE PROCEDURES FOR <br />ADVERTISING AND OPENING SE~.Fm BIDS <br /> <br /> WHEREAS, the business of the City Council can be materially simplified <br />and expedited by a procedure wherein authorized sealed bids would be opened, <br />tabulated and investigated prior to the regular Council meetings; and <br /> <br /> WHEREAS, in many instances delays of two or more weeks in the determi- <br />nation of award and the resultant beginning of capital outlay projects can be <br />eliminated by such change of procedure; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That pending the adoption of an <br />ordinance defining the functions and procedures of the centralized purchasing <br />system for the City, procurement of materials, supplies or services requiring <br />the filing of sealed bids shall be accomplished in accordance with the following <br />procedures: <br /> <br /> (a) The City Manager shall obtain from the City Council, by Minute <br /> Order entered in the minutes of the Council, permission to purchase <br /> said materials, supplies or services costing $2,000.00 or more. <br /> <br /> (b) Such permission to purchase having been granted by the City <br /> Council, the Purchasing Agent shall place the necessary legal advertis- <br /> ing. <br /> <br /> (c) The bids received shall be publicly opened in the office of <br /> <br /> the Purchasing Agent at lO:O0 A.M. on the morning of the City Council <br /> meeting, the date, place and time for such public opening of bids to be <br /> stated in the public advertisement. <br /> <br /> (d) The bids shall be tabulated, summarized and studied in con- <br /> formance with procedures to be established by the City Manager, and <br /> the City Manager shall at the Council meeting on said day report the <br /> tabulation of bids and findings as to the lowest and best bid. <br /> <br /> (e) The City Council shall thereupon consider the report of the <br /> <br /> City Manager and act upon the denial or award of bids as they shall <br /> <br />determine. <br /> <br /> <br />
