<br /> On motion of Trustee Smith, seconded by Penn and carried,
<br /> the monthly reports of the various city officers for the
<br /> month of December, 1938, were referred to the Finance Committ

<br /> On motion of Trustee Bruns, seconded by Layton and carried,
<br /> the Clerk was instructed to draw warrants according to demand
<br /> numbering from 1748 to 1994 inclusive, as audited by the
<br /> Finance Committee.

<br /> On motion of Trustee Bruns, seconded by Layton and carried,
<br /> S. K. Hershey and B. 0. Wilson were appointed as special
<br /> police'officers to serve as crossing guards of the City of
<br /> Santa Ana.

<br /> On motion of Trustee Bruns, seconded by Smith and carried,
<br /> of the City
<br /> all heads of departments/were ordered notified that in the
<br />
<br /> future all solicitations for benefits, etc. by employees of
<br /> their departments, must be submitte4 and approved by the City
<br /> Council to secure permits.
<br />
<br /> On motion of Trustee Bruns, seconded by Layton and carried,
<br /> the recommendation of the Taxicab Commission was accepted
<br /> and the request of C. H. Eckles for permission fc~rerouting
<br /> of his bus lines and slowing up of bus schedules, was granted
<br />

<br /> On motion of Trustee Bruns, seconded by Penn and carried,
<br /> the following entitled Ordinance was given second reading:
<br />
<br /> "An Ordinance of the City of Santa Ana prohibiting the
<br /> distribution of handbills, dodgers, circulars, newsl~apers,
<br /> booklets, and other printed matter or advertisement in
<br /> certain places; repealing Ordinances in conflict herewith,
<br /> and providing for penalties for violation thereof."

<br /> A substitute motion was made by Trustee Smith, seconded by
<br /> Layton that the Ordinance be laid on the table, which was
<br /> lost by the following vote:

<br /> Noes, Trustees Plummet W. Bruns, W.H. Penn, Fred C.Rowland.

<br /> "An Ordinance amending Ordinance No. 1056 of the City of
<br /> Santa Ana entitled 'An Ordinance of the City of Santa Ana
<br /> creating a Civil Service Board, providing for the manner
<br /> and method of appointment; providing for the placing of
<br /> members of the Police Department, and the Fire Department,
<br /> under Civil Service', by adding additional departments and
<br /> appointive officers of the City to the Civil Service Class-
<br /> ification"

<br /> was read and referred to the Council as a whole for study
<br /> and report back at next meetln~g.
