Council Chamber <br /> <br />Santa Ana City Hall. <br /> <br />December 23rd, 1941. <br /> <br />2:00 P.M. <br /> <br />City Council met in regular session. <br /> <br />Meeting called to order by the Mayor following recess. <br /> <br />Present: Trustees Herbert L. Hill, Joseph P. Smith, <br /> E. D. Yost, D. W. Kelsey, Plummer W. Bruns. <br /> <br /> Absent: Trustees None. <br /> <br />In Re <br /> <br />Appointment <br /> <br />Charles E. Morris. <br /> <br />In Re <br /> <br />Parklng Meters. <br /> <br />In Re <br /> <br />Further DiscuB~ion <br /> <br />on Parking Meters. <br /> <br />On motion of Trustee Kelsey, seconded by Hill ana carried, <br />the Personnel Officer was ordered notified to place Charles <br />Morris on the utlli3y list of special police officers <br />work as a crossing guard and the appointment ordered made <br />as recommended by the Chief of Police. <br /> <br />Mr. V. L. Motry, Chairman of the Traffic Safety Commission, <br />read a letter from the Mayor of Ogden, Utah and a financial <br />statement of the City of San Diego, favoring penny parking <br />meters in said Cities. Mr. J. Ross Boyd and Mr. Howard <br />expressed themselves favorable to trial installation of <br />lng meters. Mr. Phil M. Brown, Secretary of the Business <br />Men's Association,yr. J. W. Coffman, representing the Retail <br />Division of the ChamOer of Commerce and Mr. Earl Vinson of <br />the Junior Chamber of Commerce, requested that action be <br />deferred until after the first of January on the installat <br />of parking meters to permit merchants to express their views. <br />The motion of Trustee Hill, seconded by Kelsey that the civi <br />groups mentioned above have a meeting for discussion and rep~ <br />recommendation to the Council on or about DecemOer <br /> <br />Felative to installation of penny parking meters in the down- <br />town district, was lost by the following vote: <br /> <br /> Ayes, Trustees Herbert L. Hill, D. W. Kelsey. <br /> Noes, Trustees Joseph P. Smith, E.D. Yost, Plummer W. Brum <br />Absent, Trustees None. <br /> <br />The motion of Trustee Yost to notify the various civic group <br />or organizations interested in further discussion on the <br />installation of parking meters, was lost for lack of a second <br /> <br />The motion of Trustee Smith that the <br />ciple of traffic control through the <br />meters and the number to be used and <br /> <br />Council adopt the prin- <br />installation of parking <br />type of meter, to De <br /> <br />left to the discretion of the Council, was lost for lack of <br />a second. <br /> <br />On motion of Trustee ~mith, seconded by Yost an~ carried, <br />the City Council recessed and the Mayor ~t the time of meetin <br />to discuss parking meter installation to December <br />at 8:00 P.M. <br /> <br /> City Clerk. <br /> <br /> <br />
