Council Chamber Santa Ana City Hall November 21st, 19#9. City Council met in regular session. Meeting called to order by the Mayor. Present: Trustees Absent: Trustees W.J.Cheney, John W. Martin Jr., Virgil H. Reed, Allen A. Mandy. Courtney R. Chandler.. Each member of the City 0ouncil having received copies of the Minutes of November 7th and November 15th, 1949, further reading of the Minutes was dispensed with and approved on motion of T~ustee Oheney, seconded by Reed and carried. In Re Bid Alterations in Police Dept. In Re Hearing - Assess, Dist. No. 194 (S.E. Sewer Dist.) 2:00 P.Mo On motion of Trustee Reed, seconded by Martin and c~rried, the Clerk was authorized to open the one bid received covering alterations in the Police Department, as follows: Bid of Means & Ulrich, in the amount cf $2,460.00 Certified check in the amount of $256.00 accompanied bid. On motion of Trustee Reed, seconded by Cheney and carried, bid was referred to committee for checking and to report back. Chairman appointed Building Inspector and Purchasing Agent, as committee. The Mayor announced that this is the time and place for hearing on Resolution of Intention No. 3858, where any and all persons having any protests or objections to proposed work or improvement or to extent of the assessment district or to grades for said work~ may appear before this Council and show cause why work should not be carried out in accordance with said Resolution concerning certain sanitary sewer and water work in the City of Santa Aha, known as Assessment District No. 194. The Clerk presented Affidavit ofPublication, Affidavit of Mailing Notice and Affidavit of Posting of Resolution of Intention No. 3858. On motion Of Trustee Reed, seconded by Martin and carried, Affidavit of Publication, Affidavit of Mailing Notice, and Affidavit of Posting of Resolution of Intention No. 3858, were approved, received and filed. The Mayor requested the Olty Engineer t~ read the Debt Limit Report referred to in Resolution No. 3833, except for attached map, assessed values, true values, assessments and proposed assessments, The Mayor requested the Clerk to read any written protests which had been received. The Clerk read written protests of William T. Ragland and of Carl A. Reeske. M.W.Phelan, 555 South Flower Street, Los Angeles, appeared before the Council on behalf of Messrs. Reeske and Ragland, protesting against the extent of the Assessment District and the inclusion of their properties in the Assessment District, being Parcels 447 and 449. Charles W. Wolford, 908 East St. Gertrude Place orally protested amount of assessment against his property, being Lot l, Block 15, Parcel 202. The Mayor asked if there were any other protests and there being none, motion was made by Trustee Reed, seconded by Cheney and
