<br />On motion of Trustee Cheney, seconded by Martin and carried, the
<br />request of the Free Will Baptist Church for permission to solicit
<br />funds, for a period of two weeks, was denied due to the fact that
<br />
<br />the Church is located outside of the City.

<br />On motion of Trustee Martin, seconded by Reed and carried, the
<br />recommendation cf the Planning Commission was approved that a
<br />variance be granted to Pilgrim Holiness Church, 2147 Oak Street,
<br />to permit erection of a Sunday School building in addition to an
<br />existing Church, and variance granted.

<br />communication from Chester Warlord, opposing amendment to Bicycle
<br />Ordinance reference payment cf license fee cf fifty cents for a

<br />resignation of W.R.Spurgeon, Jr., as a member of the Library
<br />

<br />Communication was read from W.H.Spmx~g~on, Jr. advising of
<br />resignation of. Lyle Mitchell, as a member of the Library Board,
<br />effective November ?th, 1959. On motion of Trustee Reed, second
<br />by Martin and carried, the Mayor was instructed to add, essa lett~
<br />to Mr. Spurgeon outlining policy of Council in appointing bona-
<br />fide residents of the City on Commissions and Board, and extendin
<br />
<br />thanks to Mr. Mitchell for his splendid work on the Board.

<br />policy of the Council that all persons serving on Commissions or
