RESOLUTION NO. 59-~10 OF THE CITY OF SANTA ANA <br />EXPRESSING 0PPOSITI0!~ TO ~I Ii{ITIATIVE CONSTITU- <br />TIONAL A~ND~t~Z~T TO REAPPORTION '±~HE CALIFOR.~IA <br />STATE S~ATE <br /> <br /> ~W~EREAS, there is presently an attempt to promote a con- <br />stitutional amendment requiring reapportionment of areas from which <br />State Sen~ors are elected; and <br /> <br /> ~EREAS, the traditional syst~'n of legislative representation <br />is a basic part and parcel of the American heritage of checks and <br />balances in Government; has, particularly during the past forty <br />year~ provided the legislative brach of our State Government with <br />a deliberative group of legislators, free from the control of ward <br />bosses and the order givers that all too often have assumed con- <br />trol of voters in the highly congested areas or slum districts, <br />where all too often the least able and least informed voters can <br />most easily be directed, and as a result thereof has done much to <br />preserve and safeguard traditional American Government forms and <br />func t ioning. <br /> <br /> NOW, T[HEREFORE, BE IT RESOLVED BY THE CITY C0~CIL OF THE <br />CITY OF SANTA ANA, CALIFOrnIA: That they hereby express their <br />present opposition to any constitutional amendment seeking the re- <br />apportionment of the basis, districts or areas from which State <br />Senators are elected, in the firm belief that the State Senate as <br />presently constituted offers one of the best safeguards, or at <br />least retarding influence against control by organized crime, or <br />by evil men who control organizations with expressed wort~ypurposes <br />composed largely of masses of ignorant, unthinking, propagandized <br />voters in areas of our greatest population density; and <br /> <br /> BE IT FURTHER RESOLVED: That the best interest of all the <br />people of the State of California, particularly the large groups <br />of controlle~uninformed voters, has been, is, and will continue <br />to be better served, and the rights of said voters better and more <br />economically protected by governmental services by the adherence <br />to the traditional manner of electing our State Legislators. <br /> <br /> <br />
