"PROPOSITION TO BE. SUBMITTED TO ELECTORS NOTICE IS HEREBY GIVEN that the following proposition will be submitted to the electors of the City of Santa Ana at a special municipal election to be held in said City of Santa Ana on Tuesday, the 16th day of November, 1937, to-wit "PROPOSITION NO. 1 INITIATIVE MEASURE "Shall the ordinance entitled tA~ ORDINANCE OF THE CITY OF SAiITA A~A, CREATING A CIVIL SERVICE BOARD, PROVIDING FDR T~tE MANNER AND NETNOD DF APPOINT- }.~T: PROVIDING FOR THE PLACING OF ~}~ERS OF THE POLICE DEPARTMENT, AND THE FIRE DEPART~.~ENT, UNDE~ CIVIL SERVICE~, be adopted? "Said ordinance provides: For placing the Police Department and Fire Department under Civil Service; for the creation, establishment and organization of a Civil Service Board; For the Exszuination of applicants; for regulations concerning inspection of examination papers; for notice of examinations; for rules for selection and promotion under Civil Servicg; for creation and establish. ment of a trial board; that political opinions or re~igious beliefs shall not be considered; for probationary period; and for right of trial before reduction, suspension, or discharge, and the method and rules for such trial; for leaves of absence; that incumbent members of Police Dep~rtment and Fire Department shall be deemed to be in civil service and remain in present posit%ons; for the organization, qualifications, and duties of the Police and Fire Departments; provides penalties for violation of the ordinance, and provides that the ordinance may be amended by the City Council to include additional departments of the City of Santa Aua under such civil service. VEGELY · City Clerk'r SECTION ll: The City Clerk shall cause the proposed ordinance or proposition to be printed, and he shall mail a copy thereof, enclosed in an envelope with a sample ballot to each voter at least ten days prior to the said election. SECTION 12: That in addition to the foregoing notice the City Clerk shall, not later than the twentieth nor earlier than the sixtieth day before the election, give notice of said election by causing a notice of the same to be published at least once in the Orange County Reporter, a daily newspaper printed, published and circulated in the City of Santa Ama. Said notice shall be headed~ "Notice of Election", ~ud shall contain the information required by law.
