RESOLUTION N0. 2557 <br />RESOLUTION DECLARING E~ERGENCY <br /> <br /> WHEREAS, on the second and third days of March, 1938, a serious flood <br />of the waters of the Santa Ana River passed through the County of Orange and <br />caused serious and great damage to the 0utfall Sewer of the said City and to the <br />Joint 0utfall Sewer maintained by this City in connection with several other <br />cities and sanitary districts in this County, and <br /> <br /> WHEREAS, as a result of this said damage there is danger of epidenic <br />and i~jury to the general health of the people of this City, and of the County, <br />and immediate repairs to said sewer line or lims are necessary in order to <br />preserve the public peace, health and safety, and that public interest and the <br />necessity demands the immediate expenditure of public money to safeguard life, <br />health and property. <br /> <br /> NOW, THEREFORE, the Council of the City of Santa Ana do resolve as <br /> <br />follows: <br /> <br /> That this Council shall pursuant to the authority vested in them when <br />such an emergency exists proceed to expend and enter into contracts involving <br />the expenditure of any sum of monoy required in such emergency without following <br />the provisions for the expenditure of money as provided in Section VTV of the <br />Municipal Corporation Bill under ordinary conditions. <br /> <br /> PASSED A~ ADOPTED by the City Council of the City of Santa Ana by <br />unanimous vote at a special meeting of such Council held at the hour of three <br />o'clock P.N. on the ninth day of Harch, 1938. <br /> <br />ATTEST: <br /> <br />E.
