Rowland <br /> Mayor <br /> <br /> (SEAL). <br /> <br />The foregoing agreement is hereby approved. <br /> <br />Dated this day of , 1938. <br /> <br />Controller of the State of <br />California <br /> <br />By <br /> <br />Deputy <br /> <br />PLAN NO. ~ <br /> <br />PLAN OF THE CITY OF SANTA ANA COVERING <br />THE SECOND PURCHASE OF TAX DELINQUENT <br />LOTS <br /> <br /> Plan of the City of Santa Ana, Orange County, California, to return to the <br />City Tax rolls and to the County Tax Rolls, One Itundred forty-six (146) lots, all <br />within the City limits of the said City of Santa Aha, and being the property as <br />listed on Exhibit "A" as attached to a proposed agreement dated January 1Vth, 1938, <br />between the Board of Supervisors of Orange County, California, and the City Council <br />of said City of Santa Ana, California. <br /> <br /> At the present time all such lots or parcels of property as shown on said <br />Exhibit "A" have been deeded to the State of California, and are at present completely <br />off of the assessment rolls of the City of Santa Aha and the County of Orange, and <br />will produce NO TAX revenue until some effective plan is worked out to get the taxes <br />and asses sm~ent~'brought up to date and the property back into the hands of private <br />owners, who will pay the current taxes and assessments as they bec~me due. <br /> <br /> The group of lots included in this plan ~re all located in Tract No, 597. <br />This tract was subdivided in 1923 and only a small percentage of the lots sold under <br />contract. During 1928 the sewers were placed in this tract under Improvement District <br />No. 130, and in 1929 certain lots facing St. Gertrude Place were included in Improve- <br />ment District No. 154 covering lights in the Southwest District. Both of these <br />improvements were placed under th6 1915 Bond Act, 1/10 of such improvement bonds <br />maturing each year and collected with the general taxes. <br /> <br /> Came the depression and nearly all the lots sold under contract defaulted. <br />At present 146 lots of the 223 lots in the tract are deeded to the State of California <br />for non-payment of taxes and assessments. <br /> <br /> It has been necesssry to levy annually a rate of ten cents per hundred, <br />assessed value, on all property within the City limits, to pay the amounts due under <br />the various 1915 Act Bonds of the City of Santa Ana now in default. <br /> <br /> The successful working of this plan will place these 148 lots back on the <br />assessment rolls of both the City and the County and should help eliminate the ten cent <br />levy now required to service the delinquent 1915 Act Bonds. <br /> <br />e <br /> <br />This plan in general is as follows: <br /> <br /> (a) The City of Santa Ana will purchase from the County of Orange, under <br />Section 3897d of the Political Code and amendments ~ereto, the tax title now held by <br />the State of California, subject, however, to the approval of the State Controller. <br />At this point the state tax title and the city tax lien will both be vested in the Cit~ <br />of Santa Ana. <br /> <br /> <br />
