RESOLUTIOi~ NO. 2733 RE$OLUTIOi'~ RELATIVE TO PLANS FOR ACQUIRING S~JJAGE TR2~]ATI,~T PLANT WIi~REAS, the City Council of the City of Ss~ta Aha ac!mowledges receipt of a copy of a Resolution adopted by the Joint 0utfa!l Sewer Cormltttee at a meeting held in Anaheim, on December 7, 1939, wherein is quoted an order issued by the State Board of t!ealth, as "Pending the replacement of the temporary settling basins by &dequate, modern sewage treatment works, also the elimlnatiou of sewer Iine odors, all permits granted by this Board relating to the sewage disposal of Orange County Joint 0utfall have been suspended, effective January 1, 1940." A~D ~:~tEREAS, among other things the s aid resolution recites: "It is necessary that i~uediate stops be taken to comply with the foregoing instructions; aud preli~ninary to the adoption of any plan certai_u questions of general policy must be determined and settled t~pon, which questions are as follows: 1. The feasibility and practicability of the construction of individual treatment plants by each of tho citiss and sauitary districts in the Joint 0utfall system. 2. The use of the joint outfall system for the disposal of treated effluent, with consideration given to,the condition of this effluent when the same reaches said outfsl~l system. 3. The degree or extent of treatment to be required in the event the policy outlined in the foregoing paragraphs (1) aud (2) be adopted." AND ~FF~REAS, the City Council of the City of Santa Ana is in full accord with the suggestions set fort~ as goove quoted. AND V~ET~EAS, this Cotuncil, being sufficiently advised in the premises, is not in accord with the ether recormmendations set forth in said resolution, e specially that portion which recommends: "It is incumbent upon said Co~m~ittee to secure further e~ert compilation and analysis of data on hand, together with estimates, reconnnendations and the advice of a competent disinterested engineer; that it hereby reco~.~mlends to the City of Santa Aha,! as contracting city, and to its Council, that said city secure the services of such au engineer, for the purposes above described." NOW, THER£FORE, DE IT RESOLVED by the City Council of the City of Sauta Ana that it proposes to erect a sewage disposal plaut for treatment of sewage from Santa An l~urther, that it proposes to use thc Joint 0utfall Sewer Line No, 1 for disposal of its sewage effluent, after treatment has been made. That the City Attorney be directed to examine into the law with reference to the easiest and most convenient way to further this project. That the City Council, as a committee of the whole, proceed immediately to ascertain the marnqer best suited to finance such constr~ction. That the Superintendent of Water and Sewer be directed to proceed with the preparation of plans and estimates for the construction of a sewage treatment plant tha will satisfy the requir~nents of the State Board of Health, together with recmnmenCatio: as to the most feasible location for the same. ~s
