~eteEnine the estimated cost an~d general plan of construction to comply herewith. <br />That such committee shall be known as the A~Efuistrative Cow~ittee for the <br />Construction of the Treatment Plant, and shall organize itself and hold meetings <br />as it determines necessary. That such committee is hereby given power ~ud <br />authority (insofar as this City is concerned) to expend for such purpose, and <br />obligate this City to the extent o f forty-five (45%) per cent thereof, the sum <br />of $1000.00. That such general plan be resubmitted to this Council for approval, <br />and when so approved, shall constitute authorization to such Administrative <br />Committee to proceed with the details thereof, within the estimated cost <br />reported therein. <br /> <br /> V. That when said Administrative Con~tttee shall have determined the <br />general plan and estimated the cost thereof, and the same is approved by this <br />co'~ucil, they shall be and are hereby authorized in a ministerial and administrati' <br />capacity to incur indebtedness and expend for the purposes of the acquisition of <br />such a treatment plant of the type proposed thereby a total sum not to exceed the <br />amount of such estimated expense, for which this city shall be obligated to the <br />extent of 45% thereof, and provided said expenditures pertaining thereto do not <br />exceed the ordinary annual income and revenue allocated to the purpose as required <br />by law in any one year. That such expenditures be distributed over such a <br />period of years as may be necessary to comply with all laws governing the same. <br />That such committee shall have power to employ engineers, and technical advisers, <br />and the expense thereof shall be included within such estimated cost and expend- <br />Itures, as approved by this Council. The powers of said Administrative Committee <br />shall extend to such constr~ction only, and shall terminate when such plant is <br />completed. <br /> <br /> 8. That this Council hereby agrees to approve snd order paid (to the <br />extent of forty-five (4B%) per cent of the total) any tndeb~edue~s incurred by <br />said Administrative Committee for the purposes herein set forth and within the <br />limits set by such report on the general plan and estimated cost. <br /> <br /> 9. That the City of Santa Aha shall and will act as the Paying Agent <br />~or all such indebtedness and v~hen it receives the necessary authority and money <br />so to do, from the other members of said agreement it will pay t~e total percent- <br />age of such indebtedness out of a fund to be carried by Santa Aha for such purpose. <br />All such indebtedness shall be paid upon vouchers first approved, audited and <br />allowed by said AS~uistrative Committee and signed by three member's thereof. <br /> <br /> 10. All members of said agreement contributing moneys to the said special <br />fund shall by such contribution and payment and upon adopting resolutions similar <br />in import to this resolution, thereby authorize and empower the City of Santa Aua <br />to pay, and the Administrative Committee to incur the indebtedness herein provided <br />for, within the limits herein specified. No further ratification of any acts <br />of the Administrative Committee will be necessary to authorize the expenditure <br />of the funds contributed to the purpose. <br /> <br /> ll. It is not hereby intended to unlawfully delegate any authority from <br />the City Council or Governing Board of any member of said agreement, but this <br />~esolution and the authority hereby placed in the ~Sm!nistrative Committee shall <br /> <br /> <br />
