<br />A Resolution Authorizing the Extension of Mutual
<br />Aid as a Direct Result of Major Diaa~Ser to the
<br /> Water Supply.
<br />
<br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA:
<br />
<br /> THAT WHEREAS, a state of war does now exist and the United States being
<br />involved therein as one of the Allied Nations, and that
<br />
<br /> WHEREAS, the existence of au adequate and unfailing supply of water is
<br />vital to Orange County and to each and every co~nunity therein, and that
<br />
<br /> WHEREAS, water works supplies, equipment and mate rials are difficult to
<br />secure owing to wartime priorities or strategic materials, and that
<br />
<br /> WHEREAS, the California State Council of Defense through its sub-
<br />committee on Water Supply has caused the State of California to be subdivided into
<br />zone~ for the purpose of promoting mutual aid among water works operators in the
<br />event of a serious disaster in order that the war e~fort may be furthered, said'
<br />mutual aid to include the inter-exchange of the use of available material,
<br />equipment, trained personnel, and emergency water supply wherever feasible, and
<br />that
<br />
<br /> WHEREAS, there are many and various water companies both private and
<br />public water districts, water works districts and other political mubdtvisions
<br />and agencies in the County of Orange having on hand or at their disposal certain
<br />materials which might be desirable, necessary and useable by another individual,
<br />district, corporation or political subdivision in order that the water supply,
<br />both for domestic and irrigation purposes in the County of Orange be continued
<br />during the national emergency, and that
<br />
<br /> WHEREAS, it cannot now be determined the exact material needed by any
<br />person, firm, corporation, district or political subdivision nor can due compensat~
<br />for said need now be determined for the value of said material in the future.
<br />
<br /> NOW, THEREFORE, be it resolved that the City of Santa Ana does by these
<br />presents stand ready, able and willing at all times during this emergency to
<br />supply mutual aid as defined above to whatever extent is possible, for the use of
<br />any person, firm or corporation, district or political subdivision needing said
<br />mutual aid as a direct result of damage caused by a major disaster in order that
<br />the water supply in the County of Orange and immediate adjacent areas may not
<br />become disrupted to the detriment of the inhabitants thereof.
<br />
<br /> BE IT FURTHER RESOLVED that when requested by the Civilian Defense
<br />Council of the County of Orange through its duly authorized agent or representative
<br />the water superintendent or other person directly in charge of operations, and/or
<br />materials and supplies now and then on hand is hereby authorized, at his discretior
<br />to deliver or otherwise release for use to any person, firm, corporation, ~strict
<br />or political subdivision in need of said mutual aid in order to maintain a
<br />sufficient flow of water f6r the preservation of life and property, and that com-
<br />pensation for said mutual aid shall be later determined and pas~ed upon as to the
<br />reasonable value thereof or the replacement in kind thereof as may then be
<br />mutually agreed.

<br /> BE IT FURTHER RESOLVED THAT this Resolution is made pursuant to Chapter
<br />~ of the First Extra-Ordinary Legislative Session of the Year 1941-4E and in
<br />furtherance of the war effort.
<br />
<br /> PASSED AND ADOPTED by the City Council of the City of Santa Ana at a
<br />regular meeting held on the 7th day of December, 194~.
