RESOLUTION NO. 3t40 <br /> <br />RESOLUTION DETERMINING PUBLIC INTEREST AND <br />NECESSITY DEI~ANDS THE IMMEDIATE EXPENDITURE <br />OF PUBLIC MONEY TO SAFEGUARD LIFE, HEALTH <br />AND PROPERTY. <br /> <br /> WHEREAS, <br />Santa Aha, Anaheim, <br />Sanitary District, <br /> <br />the City of Santa Aha is the contracting City for the cities of <br />Fullerton and Orange, and La Habra Sanitary District, Placentla <br />Garden Grove Sanitary District and Buena Park Sanitary Dfstrtct~ <br /> <br />under an agreement wherein and whereby said cities and said sanitary districts are <br />the owners of and are constructing e sewage disposal plant for the disposal of sewage <br />arising in said cities and sanitary districts, and <br /> <br /> WHEREAS, heretofore the said Cities and Districts have approved and adopted <br />plans and specifications for the construction of said sewage disposal plant, and <br /> <br /> WHEREAS, heretofore notice inviting bids has been duly published as required <br />by law for the construction of said sewage disposal plant, and <br /> <br /> WHEREAS, said notice inviting bids provided that the City of Santa Ana as <br />the contracting city, might accept the whole or any portion of the bids submitted <br />for the doing of said work under the plans and specifications theretofore adopted, and <br /> <br /> WHEREAS, upon receipt of the bids for doing of the work called for under <br />said notice, it was determined that the City of Santa Aha did not have sufficient <br />money available either itself or from the cities and sanitary districts for which the <br />City of Santa Ana was acting, with which to complete all of the work included within <br />the proposed bids received at said time, but that it did have sufficient money to <br />award a portion of the work provided for in the plans and specifications for the <br />construction of said sewage disposal plant, and the City of Santa Ana did thereupon <br />award a portion of said work to G. E. KERNS on the 12th day of June, 1941, and did <br />thereafter enter into a contract for the performance of the work included within said <br />award, and <br /> <br /> WHEREAS, the United States Government has determined that it will and has <br />started the construction of emergency work deemed necessary in the preparation for <br />national and local defense, which said work consists of the construction of military <br />training quarters for the Santa Aha Army Air Base, and has determined that it is <br />necessary that sewage from said Santa Ana Army Air Base be disposed of through the <br /> <br />sewage treatment plant hereinabove referred to, <br /> <br /> WHEREAS, it has now become necessary, <br />functioning of said sewage treatment plant that <br /> <br />and <br /> <br />in order to further expedite the <br /> <br />a 4,000 gallon p~nnp with a 40 h.p. <br /> <br />motor and necessary switches, appurtenances and incidentals thereto be installed in <br />the pump pit used in connection with said sewage treatment plant, be immediately <br />purchased and installed; <br /> <br /> NOW, THEREFORE, the City Council of the City of Santa Ana does hereby <br />determine by a four-fifths vote of all of the members of the Board of Trustees and <br />declares that public interest and necessity demands the immediate expenditures of <br />public money to safeguard llfe, health and property in the doing of emergency work <br />deemed necessary in the preparation for national and local defens, e, and further <br />declares that the City Council shall proceed to expend the necessary money for the <br />purchase' and installation of a 4,000 gallon per minute sewage pump and 40 h.p. motor <br /> <br /> <br />
