Sec, 11, The City Clerk shall cause the proposed ordinance or <br />measure to be printed, and he shall mail a copy thereof, enclosed in <br />an envelope with a sample ballot to each voter at least ten days prior <br />to the said election~ <br /> <br /> Sec. 12e That in addition to the foregoing notice the City Clerk <br />shall, not later than the thirty-first nor earlier than the sixtieth day <br />before the election, give notice of said election by causing a notice of <br />the same to be published at least once in the Santa Aha Register, a daily <br />newspaper printed, published and circulated in the City of Santa Ana. <br />Said notice shall be headed: "Notice cf Election", and shall contain the <br />information required by law. <br /> <br /> Seco l~.
