RESOLUTION No. 3895 <br /> <br />RESOLUTION DECLARING A GREAT PUBLIC CAL~MITY AND RE~UIRING <br />THE LETTING OF A CONTRACT FOR THE REPAIR OF THE ELEVATED <br />WATER TANK AND DETERMINING THAT PUBLIC NECESSITY AND INTEREST <br />DEMANDS TRE IMMEDIATE EXPENDITURE OF PUBLIC MONEY TO SAFEGUARD <br />LIFE, HEALTH AND PROPERTY <br /> <br /> WHEREAS, The City of Santa Aha .has only one storage tank for <br /> the storing of water, which is an elevated, steel tank; that said <br /> tank has deteriorated so that it is in an unserviceable condition, <br /> leaking and unsafe for use; and <br /> <br /> WN~REAS, the City of Santa Ann now depends almost entirely upon <br />the Metropolitan Aqueduct; that heretofore om occasions there have been <br />protracted periods when the supply of water from the Metropolitan <br />Aqueduct was cut off and no water delivered to the City of Santa Ana <br />and structural failure from whatever cause, alteration or repair of <br />said aqueduct and/or the distributing system may at any time interrupt <br />the supply of water to the City of Santa Ann; and <br /> <br /> WHEREAS, Santa Ana's wells are in such a condition that it <br />would not be possible at all times to supply the needs of the City by <br />pumping from the underground basin, because the water table has been <br />falling for a number of years so that during part of each year some of <br />Santa Ann's wells do not reach the water table and could not be ser- <br />viceable unless they were deepened; the casing of one of the wells is <br />broken and offset by a natural slippage at approximately one hundred <br />twenty feet below the surface and continuous pumping, it is believed, <br />would rapidly lower the water level in the vicinity of the wells so <br />that pumping would have to be discontinued until ground water had <br />percolated into the wells from the surrounding area and again raised <br />the water level; and <br /> <br /> WHEREAS, the failure of the storage tank creates an Immediate <br />and extraordinary disaster in that any interruption in the delivery of <br />Metropolitan Aqueduct water might leave-the City without any adequate <br />supply of domestic water, without any adequate supply for the fighting <br />of fire, with the possible result of widespread epidemic or fire within <br /> <br /> <br />
