RESOLUTION 64-155 OF THE CITY COUNCIL OF SANTA <br />ANA URGING SUPPORT OF PROPOSITIONS A, B AND C <br />APPEARING ON THE NOVEMBER 3RD, ~964 GENERAL <br />ELECTION BALLOT <br /> <br /> WHEREAS, Orange County Propositions A and B are of vital <br />concern to the citizens of the City of Santa Ana and to all of <br />the citizens of Orange County in that they provide for 40-year <br />General Obligation Bonds to provide adequate housing for vital <br />County departments, that is, a County courthouse and branch <br />court structures throughout the County of Orange and a new <br />County maximum security jail; and <br /> <br /> WHEREAS, the County, of necessity, has been using temporary <br />structures, leases and other wasteful procedures to inadequately <br />house our courts throughout the County because of the failure of <br />former bond issues to provide adequate financing for proper court <br />structures; and <br /> <br /> WHEREAS, the present jail facility, which was adequate <br />35 years ago, ~ now wholly inadequate and must be replaced as has <br />been consistently recommended by County Grand Juries these past <br />years; and <br /> <br /> WHEREAS, Proposition C, presented by the City of Santa Ana <br />to the voters, urgently requires a "YES" vote to provide for the <br />acquisition of land to enlarge the Civic Center area to make room <br />for the logical grouping of governmental buildings of the City, <br />County, state and Federal; and <br /> <br /> WHEREAS, most of the cities throughout the County of Orange <br />and the leading civic and service club groups within the County <br />are urging the "YES" vote on Propositions A, B and C as necessary <br />to the proper development and growth of the area. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA: That this City Council urges all of the voters <br />of the City of Santa Ana to vote "YES" on Propositions A, B and <br />C as they appear on the Ballot at the General Statewide Election <br />on November 3rd, 1964, and to urge a "YES" vote upon their friends <br />and acquaintances throughout the County of Orange to insure against <br />the continuation of the difficult wastefulness and intolerable <br />conditions now existing in the housing of County departments and <br />the handling of maximum security prisoners and to insure against <br />a drastic increase in real property taxation throughout the County <br />which would result in the increasing of rents and costs to owner <br />householders. <br /> <br /> This City Council feels that the situation has now reached <br />a point where action must be taken by the County and the City, <br />either by the approval of General Obligation Bonds spread over a <br />long period so that the users of these structures and this land <br />will assist in paying for the cost, or by direct taxation which <br />would put the entire burden on the present residents in 3 or 4 <br />years time. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of Santa <br />Aha at its regular meeting held on thel9th day of October, 1964. <br /> <br /> ATTEST: <br /> <br />'C~LERK OF THE COUNCIL <br /> <br />-1- <br /> <br /> <br />
