RESOLUTION 65-6 EXPRESSING THE COMMUNITY'S LOSS
IN THE DEATH OF WARREN K. HILLYARD AND APPRECIATION
FOR HIS LONG PUBLIC SERVICE AND GREAT CONTRIBUTION
TO THE CITY OF SANTA ANA AND THE COUNTY OF ORANGE,
CALIFORNIA

WHEREAS, the death of WARREN K. HILLYARD at the beginning of
this new year again called attention to his contributions to our
City and County; and

WHEREAS, for many years Mr. Hillyard held the office of County
Surveyor thereby contributing to all the boundaries and monuments of
cities, districts and private property throughout the County; and

WHEREAS, in the late 1920's Mr. Hillyard advanced the idea
that the County Civic Center should be enlarged and re-established
to include the then existing County-owned property and property lying
westerly thereof between Sixth and Eighth Streets toward Flower Street
and should encompass the City of Santa Aha buildings together with
State and Federal buildings. He was then a lone voice which has now
been heard by most of the informed citizens throughout the City and
County and the establishment of this Civic Center will be a living
memorial to him; and

WHEREAS, Mr. Hillyard long had great interest in the history
of his County and served on the Board of Bowers Museum for this City.
In addition to looking back, he looked into the future and proposed
utilizating the air space over our central City streets for building
structures to avoid the land wasting spread of short life smaller
buildings in what should be residential property.

NOW, THEREFORE, BE IT RESOLVED: That the City Council of the
City of Santa Aha expresses for its official family and the many
friends of "CAP" HILLYARD their appreciation for his contributions,
his public service, and his guiding vision and regret that he is no
longer with us.

PASSED AND ADOPTED by the City Council of the City of Santa
Ana at its regular meeting held on the 18th day of January, 1965.

ATTEST:

CLERK OF THE COUNCIL

STATE OF CALIFORNIA)
COUNTY OF ORANGE )
CITY OF SANTA ANA )

SS

I, DORIS M.
