<br />AN O~PINANCE OF THF CITY OF BANTA ~A, CAI INS AND PROVIDING FOR
<br />THE HOLDING OF'A SPECIAl ~LFCTION AT A~D WITHIN THE CITY OF SANTA
<br />ANA FOR THE PURPO~F OF THE SUBmiSSION TO THE ELECT~ OF TUCH
<br />CITY THE CHARTER, PRFPARFD AND PROPOSED BY THF BOARD OF FIFTEEN
<br />FBEEHOLDERS, CHOSEN BY THE ELECTORS OF THE CITY OF SANTA ANA AT
<br />AN ELECTTON HELD ON THE ~O?H DAY OF JULY, 1~20, FILING THE D~TE
<br />UPON ~IUH SAID S~ECIAL ELECTION WILL ~E HELD, PRVSCRIBINC THE
<br />FORM OF THE BALLOT, CREATING VOTING P~EC!NCTS A~D POLI,ING PLACES,
<br />AND APPOINTING BOARDS OF ELECTION TO HOLD, CONDUCT, AND ~KF RE-
<br />TURNS OF SAID SPECIA! ELECTION.

<br />Whereas, the City of Santa Aha contains a ~opulation of
<br />
<br />more than three thousand five hundred (3500) inhabitants, ae ascar-
<br />
<br />tained by the last preceding census taken under the authority of
<br />
<br />the Congress of the United States; and
<br />
<br />Whereas, under and as provided for blf Section g of Article
<br />
<br />~I of the Constitution of the State of California,
<br />election held in the City of Sant'a Ana, on the
<br />
<br />1920, there was chosen by the electors thereof
<br />Freeholders, each of whom was, and for more than
<br />preceding his becoming a candidate therefor had been,
<br />of the City of Santa Ana, to frame a Charter for the
<br />of said City; and
<br />
<br /> at a special
<br />20th d ay of July,
<br />a Board of Fifteen
<br />
<br /> five year~ next
<br />
<br /> an elector
<br /> government
<br />
<br /> Whereas, the result of said special election was declared
<br /> on the 26th day of July, 19~O, and the one hundred twenty days
<br /> thereafter within Which to prepare mnd propose said Charter was, by
<br /> an order of said Board of Freeholders, with the consent of the Board
<br />
<br /> of Trustees of the City of ~anta Ana, as the legislative body
<br />thereof, extended an additional thirty days$ and
<br />
<br /> Whereas, within said time the Board of fifteen Freeholders
<br /> proposed a~d prepared a Charter for tthe government of the City of
<br /> Sar, t@ Ana and on the l~th day of December, 1920, the same was sign-
<br /> ed by all of the Board of Fifteen Freeholders, and on the 16th
<br /> day of Eecember, 1920, filed in the office of the Clerk of the City
<br /> of Santa Aha; and
<br />
<br /> .Whereas, the Board of Fifteen Freeholders, before the
<br /> filing thereof with said Clerk, fixed smd designated on s~i~ pre-
<br /> pared and proposed C~arter the 21st day of February, 1921, as the
<br /> date on which it she/1 be submitted to the electors of the City
<br /> of Santa Ana at a special election; and
<br />
<br /> Whereas, within fifteen days after the filing of said
<br /> prepared and proposed Charter with the Clerk of the City of Santa
<br /> Aha, the Board of Trustees thereof caused it to 0e published, ~nd
<br /> it was published once, on the 18th day of Dece~:~oer, 1~20, in SANTA
<br /> ANA DAILY EVENING REGISTER,'a newspaper of general circulatic~
<br /> printed, published and circulated in the city of Santa Aha, and
<br /> the official newspaper thereof; and
<br />
<br /> Wherees, the 21st d~y of February, 1921, fixed by the
<br /> Board of Fifteen Freeholders and designated on said Charter as the
<br />
<br /> day when it shall be submitted to the electors of the city of Santa
<br /> Ana, is a day not l~ss then sixty days after the completion of
<br />
<br />
