SECTION II. The City Clerk shall cause this Ordi- nance to be published three (8) times in the Santa ~'na Daily Evening Register, a newspaper of general circulation, pub- lished and circulated in said City, and it shall take effect thirty (~0) days after the date of first publication thereof.
