ORDINANCE NO. 816 <br /> <br />AN ORDINANCE OF THE CITY OF SANTA ANA ADOPTING <br />UI~IFORM SPECIFI CATIOIlS FOR THE CO NSTRUCTION OF <br />PORTLAND CEMENT CONCRETE CURBS, GUTTERS AND SIDEWALKS. <br /> <br />The Board of Trustees of the City of Santa Aha do ordain as follows: <br /> <br /> Section 1. That the following shall be the specifications for the con. <br />structlon of Portland cement concrete curbs, gutters and sidewalks in the City o~ <br />Santa Aha unless otherwise specified by resolution or ordnance for. a particula~ <br />street or alley in said City. <br /> <br /> PART 1. <br />GRADING CONSTRUCTION <br /> <br /> Section 1. Grading Area. <br /> Unless specified by plan or ordinance the portion of the stre~t or <br />alley to be graded shall be as follows: <br /> (a) FOR CURBS AND GUTTERS. Wen curbs or gutters or both are to be <br />constructed, the area to be occupied by the curb or gutter or both shall be <br />brought to a subgrade, and, unless otherwise specified, the area between the <br />curb line and the sidewalk shall be grade4 flush with the tops of the curb and <br />sidewalk. ~here no sidewalk exists the area between the curb line and the <br />property line shall be graded flush with the top of the curb and wish a rise of <br />one-fourth (1/4) inch per foot to the property line. <br /> (b) FOR SI]~WALK5. V£nen sidewalks are to be constricted the area to <br />be occupied by the sidewalk shall be brought to a subgrade and, unless otherwise <br />specified, the remaining area between the curb lines and property lines shall <br />be graded flush with the sidewalks and the tops of the curbs, or flush with the <br />surface of the sidewalk when there is no curb. <br /> <br /> Section 2. Rough Grading. <br /> Rough grading shall include all filling and removal of excess earth, <br />stone, trees, old pavements, sidewalks, curbs, gutters, driveways and any other <br />structures or objectionable material found within the limits of the improvements <br />to be made. Any of the above mentioned objects or material shall be removed <br />whether or not it iS ~.,,ithin the limits of the improvements, when so noted on the <br />plans. <br /> Plowing or excavating sound material shall be dq~e to a depth not <br />greater than six (6) inches below the subg~.ade elevation. <br /> Excavated material not ret9 ired for fills shall be removed from the <br />street as soon as excavated. <br /> (a) FILLI]<G. The soace over which fills are to be made shall first b~ <br />cleared of all brush, timber, ~rash or debris. All filling shall be dnne with <br />good so, nd earth, sand or gravel, and no oil cake or. other lumpy material, or <br />m:~terial of a perishable, spongy, or otherwi~e i~,~proper nature shall, be used in <br />filling. <br /> Fills shall be made in layers not to exceed four (4) inches in depth <br />before tamping. Each layer, after being leveled off shall be thoroughly dampen~ <br />and while moist shall be tamped ~mttl hard and m~yielding. <br /> (b) I,iUD AND SOFT b~ATERIAD. ','~?~en mud or other soft or spongy material <br />is encountered, it shall be removed and the space filled with gravel or good <br />earth, which shall be placed in layers as hereinbefore set forth for fills, and <br />thoroughly tamped. The contractor will not be required in such cases to <br />excavate mud or other soft or spongy material to a depth greater than two (2) <br />feet below grade. <br /> <br /> Section 3. SUBGRADE. <br /> After the rough grading has been completed, as specified hereinbefore, <br />the foundation shall be brought to subgrade and t~ped or rolled until solid. <br />Where the subgrade is composed of adobe or other swelling soil, the upper two <br />(2) inches shall be removed and replaced with a sand cushion unless otherwise <br />specified. ~here the curb line does not conform to existing curbs and gutters <br />or new curbs are to be built, the existing curbs and gutters sl~all be removed, <br />unless otherwise specified, and the space filled in with so,hid earth. All <br />subgrade for sidewalks and gutters shall be determined by a guage extending <br />to the full depth of the concrete, and supported by side strips set to a grade. <br />Subgrading for curb or placing of sand alshion on swelling soil shall be done <br />before curb forms have been set. <br /> <br />Section 4.
