ORDINANCE NO. 833 <br /> <br />AN ORDINANCE OF THE C~TY OF S.tNTA ANA PLACING MERCH.~NT <br />POLICE ~ND OTHER P~ACE OFFICERS OF A LIKE NATURE WITHIN <br />THE CITY OF SANTA ANA, UNDER THE SUPERVISION OF THE <br />CHIEF OF POLICE; AND PROVIDING A PENALTY F0M THE VIOLATION <br />OF SAID ORDINANCE. <br /> <br />follows: <br /> <br />The.City Council of the City of Santa Ana do ordain as <br /> <br /> Section 1. For the purpose of this ordinance "Patrol <br /> Service"and "Patrol System" shall be deemed to be any service or <br /> system which purports to furnish or does furnish to members or <br /> subscribers for a consideration, or otherwise, any watchman or <br /> guard, either uniformed or otherwise, to patrol any district in the <br /> City of Santa Ana, or to guard or watch any property or to perform <br /> any service usually and customarily ~rformed by the regular patrol <br /> men of the Police Department of the City of Santa Ana, except <br /> constables of the Township of Santa Ana, or the Sheriff of Orange <br /> County, or any regular deputy sheriff. <br /> <br /> Section 2. It is her-'by declared to be unlawful for any <br /> person, firm or corporation, either as principal or agent, to <br /> engage in the business of conducting or maintaining or soliciting <br /> business for any patrol service or system without first obtaining <br /> a permit from the City Council of the City of Santa Ana therefor, <br /> or without paying the annual license fee provided for by the City <br /> of Santa Ans. <br /> <br /> Section 3. Befo~ any person, firm or corporation <br />shall engage in the business of conducting or maintaining any patro~ <br />service or system in the City of Santa Ana, he or it shall make <br />an application in writing to the City Council for permission to <br />engage in such businews and describe therein the district in which <br />he or it shall desire to operate. Said application shall be <br />referred to the Chief of Police ~ho shall make an investigation <br />concerning the character of the applicant and the Condition of <br />police protection prevailing within the district designated, and <br />shall within seven days thereafter repot thereon to the City Counc! <br />Upon receiving such report, the Co~cil shall grant or deny the <br />applicant permission to engage in such business, aud such permissio~ <br />if granted, shall place said person, firm or corporation, under <br />the supsrvision, orders and regulations prescribed by the Chief of <br />Police for such ~usiness. <br /> <br /> Section 4. That any such permit and any such license <br />issued pursuant thereto may ~t any time be revoked by the City <br />Co~cll for cause sho~, after notice to the holder thereof and an <br />opportunity to be heard shall have been given. <br /> <br /> Section 8. That all ordinances or part of ordinances in <br />conflict with this ordinance are hereby repealed. <br /> <br />Section 6. That any person violatin~ the provisions of <br />this ordinance shall be guilty of a misdemeanor and upon conviction <br /> <br />?S <br /> <br /> <br />
