ORglNANCE NO. 984. <br /> <br /> AN ORDINANCE OF THE CITY OF SANTA ANA, FIXING <br /> THE LICENSE FEES TO BE PAID ON DOGS, ESTABLISH- <br /> ING THE' OFFICE OF POUNDKEEPER, AND SETTING OUT <br /> ' THE DUTIES TO BE'PERFOR~IED BY HIM AND FIXING <br /> HIS CONIPENSATION. <br /> <br /> The Board of Trustees of the City of Santa Ana ordains as follows: <br /> SECTION l: That a license tax is hereby levied upon dogs over six <br /> months of age, including females, owned within the City of Santa Ana, at the rate <br /> of $1.00 for e~ch male, female or neuter dog, per fiscal year from Ju'ly 1st to <br /> June 30th, payable in advance for the whole year, or pro-rata for the remainder <br /> of the year from time of payment. Such license shall be deemed a debt due the <br /> City of Santa Ana, and dan be collected by the poundkeeper in the name of the <br /> City and as any debt is collected under the general law. <br /> <br /> SECTION 2: That the office of poundkeeper is hereby established, and <br /> until further orders the Board of Trustees shall appoint a poundSeeper. <br /> <br /> SECTION 3: That it shall be the duty of the poundkeeper to collect the <br /> licenses above provided for during each fiscal,yea~,,and when so' collected he <br /> shall deliver to the person paying the license a metal tag, which shall be stamped <br /> with the fiscal year for which it is issued, and numbei~d. Such tag must be <br /> attached to the body of the dog for which it is issued, by a collar or harness on <br /> which the name and address of the owner is inscribed. The poundkeeper shall keep <br /> a record of the licenses collected, and the tags delivered and to whom, with a <br /> brief description and name of the dog for which the same was issued, and the name <br /> of the owner thereof and his add~ess. He shall make a report to the Board of <br /> Trustees at its regular monthly meeting of the number of tags delivered and <br /> licenses collected, sad shall pay to the City Treasurer twenty-five per cent <br /> of all moneys by him collected during the previous calendar month for licenses so <br /> issued, retaining seventy-five per cent (75~) for himself as compensation therefor <br /> This shall be in addition to his salary as poundkeeper. <br /> <br /> SECTION 4: It shall be'the duty of the poundkeeper to take up and <br />impound all dogs found ~unning at large on the streets, alleys, parks, or public <br />places in said City that are not properly tagged according to law. If such dogs <br />so taken up are tagged, he shall at once give notice, either personally or by <br />postal card to the owner of such dog, that such dog is impounded, and the dog <br />shall be released to the owner without cost for the first offense. If such dog <br />is not tagged, written notice that such dog is impounded shall be posted; one <br />notice at the post-office, one at the City Hall~ and one at the pound. Such <br />notice shall contain a brief description of such dog, and shall contain a state- <br />ment to the effect that if such dog is not red~:emed and the license paid, if said <br />license be due, within three (3) days, such dog will be destroyed or sold, and it <br />shall be the duty of said poundkeeper to destroy or sell all such dogs not redeeme. <br />and'for which the license is not paid. Such sale may be by auction or by private <br />sale. The poundkeeper must feed and water such dogs during the three days that ti <br />same are impounded. <br /> <br /> SECTION 5: In order to redeem or buy such dog, it will be necessary to <br />pay the poundkeeper $1.00 for taking up the dog, $1.00 for redemption thereof, and <br />twenty-five cents (25~) per day for keeping and feeding the same.
