ORDINANCE NO. 1004 AN ORDINANCE OF THE CITY OF SANTA ANA REGULATING THE USE AND PROHIBITING THE OBSTRUCTION OF PUBLIC HIG~.'fAYS AND SID~VALKS. The Board of Trustees of the City of Santa Aha ordains as follows: SECTION 1. It shall be unlawful for any person to loiter or to stand or sit in or upon any public highway, alley, sidewalk, or cross-walk, so as to in any manner~hinder or obstruct the free passage therein or thereon of persons or vehicles passing along the same, or so as in any manner to annoy or molest persons passing along the same. SECTION 2. It shall be unlawful for any person to loiter or to stand or sit in or at the entrance of any hall, theatre or place of public assemblage, so as in any manner to obstruct such entrance. SECTION 3. Any person violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor, and upon conviction thereof, shall be punishable by a fine not exceeding ~100.00, or by imprisonment in the County Jail for a period of not exceeding thirty (30) days, or by both such fine and imprisonment. SECTION 4. The existence and maintenance of conditions contrary to the provisions of this Ordinance constitute a menace to the public peace, health and safety of the citizens of Santa Aha. Therefore this ordinance is urgently required for the immediate preservation of the public peace, heslth and safety~ and is hereby declared to be an emergency ordinance. SECTION 5. The City Clerk shall certify to the passage of this ordinance· a nd shall cause the same to be published once in the "Santa Aha Daily Evening Register"· a daily newspaper· printed and published and circulated in the City of Santa Aha, California, and thereupon and thereafter said Ordinance shall take effect.
