"All vents extending into cellars or basements shall be supported by a
<br />~concrete foundation.
<br /> "All vents terTmlnating in walls or partitions shall be supported by a
<br /> suitable header.
<br /> "All vents shall be carried undiminished in size at least four inches
<br /> through the roof, and be of copper of not less weight than what is known to the
<br /> trade as fourteen ounce, or galvanized sheet metal of not less weight than
<br /> twenty-six guage. No turns or changes of direction shall be made in any vent
<br /> pipe unless such turns or changes of direction be made with the proper fittings
<br /> manufactured for that purpose.
<br />
<br /> "Straight flashings shall not be used on pitched roofs.
<br />
<br /> "Pitched or angle flashings shall not be used on flat roofs.
<br />
<br /> "All galvanized pipes and fittings connecting the gas water heater vent
<br /> opening to the vent flue shall be riveted or bolted together. All vent pipes
<br /> which are erected closer than 6" to any wood or combustible material shall be
<br /> constructed of fire proof material approved by the Plumbing Inspector. The
<br /> total length of any horizontal vent pipe shall not exceed four (4) feet, and
<br /> must have a grade dropping towards the gas water heater of not less than one (1)
<br /> inch per foot.
<br />
<br /> "All gas water heaters vent flues, and the installation thereof shall
<br /> meet the requirements of Section 58 of the State Housing Act of California, and
<br /> shall be separately and independently vented to the outer air, provided, however,
<br /> that a gas water heater may be vented with other £txtures (each having a separate
<br /> connection at a different point) into a brick smoke flue, the dimensions of which
<br /> shall be at least fifty (50) per cent in excess of the combined area of all
<br /> appliance vents connected thereto. Gas water heaters installed in cellars and
<br /> basements shall be erected or installed upon a concrete foundation not less than
<br /> three (3) inches in thickness. No gas water heater shall be erected or installed
<br /> upon a dirt, soil or earth base.
<br />
<br /> "It shall be unlawful for any person, firm or corporation to erect,
<br /> install, alter, repair, replace or cs~se to be erected, installed, altered,
<br /> repaired or replaced any gas water heater or the vent pipe or vent flue in
<br /> connection therewith without first obtaining from the Plumbing Inspector a permit
<br /> in writing to d~ so.
<br />
<br /> "No stairway in any residence, apartment, apartment house, hotel, or
<br /> any building shall be located over a steam boiler, gas water heater, gas furnace,
<br /> gas heater, gas meter, coal, wood, gasoline, kerosene, or oil fired appliance
<br /> or any portion of the vent serving the aforenamed appliances, nor shall any such
<br /> steam boiler, gas water heater, gas furnace, gas heater, gsa meter, coal, wood,
<br /> gasoline, kerosene, or oil fired appliance or any portion of the vent serving
<br /> the aforesaid appliances be placed or located under a stairway unless such
<br /> appliances and vents are located in a room the walls, floors, and ceilings of
<br /> which are constructed as required for a boiler room as defined by the Uniform
<br /> Building Code as now or hereafter adopted as the Building Code of the City of
<br /> Santa Aha, as a special fire separation, provided, however, exception is made to
<br /> stairways leading to or from unoccupied basements.
<br />
<br /> "No gas water heater, gas furnace or gas fired heater shall be installed
<br />in any room, closet or compartment which has direct or indirect communication by
<br />door, window, shaft, or ventilator with any bedroom, sleeping room, or bathroom.
<br />
<br /> "No gas burning appliance shall have its vent connected or vented into
<br />any chimney or flue in which is burned, or is connected directly or indirectly
<br />with any apparatus burning wood, coal, rubbish, oil, or other substance".
<br />
<br /> SECTION 12: That a new section is hereby added to said Plumbing Code
<br />at the end of Sec'tion 218 thereof, to be known as Sec. 21B~, which said new
<br />section shall read as follows, to-wit:
<br />
<br /> "Sec. 2154. Second hand or used water ~ea~ers. No used gas water
<br />heater shall be allowed to be installed in the City of Santa Aha until such used
<br />gas w~ter heater has been tested by or in the presence of the Plumbing Inspector.
<br />
<br /> "Such tests shall consist of subjecting the gas water heater water
<br />container to a water or hydrostatic pressure test of 250 lbs. per square inch.
<br />All used gas water heater water containers shall be stripped of all insulation
<br />to the bare shell when undergoing such tests, upon demand by Plumbing Inspector.
<br />
<br /> "The the~'mostat of all automatic used gas water heaters shall be
<br />tested by having a temperature shut-off test applied by or in the presence of
<br />the Plumbing Inspector. A fee of $1.00 for each water container test, and a
<br />fee of $1.00 for each thermostat test shall be paid to the Plumbing Inspector
<br />upo~ application for such test. If such tests prove satisfactory to the
<br />Plumbing Inspector, he may issue a permit to install such used gas water heaters
<br />under the same regulations as required by Ordinance No. 821 for the installation
<br />of gas water heaters".
<br />
<br /> SECTION 13: That Section 218 of s sdd Plumbing Code is hereby amended by
<br />the addition thereto at the end of said Section 218 the following:
<br />
<br /> "Application for permission to use any type of vent flue except those
<br />specified by ordinance shall be made in ~iting to a board consisting of the
<br />Plumbing Inspector, Building Inspector, and a Fire Chief.
