SECTION 6: It is hereby declared to be unlawful for any person, firm or corp- <br /> oration, either as principal, owner or agent, to engage in the business of conducting or <br /> maintaining any patrol service or patrol system, or to patrol any district in the City <br /> of Santa Ana without first obtaining a permit from the City of Santa Ana. The City <br /> Council shall not ~sue more than one permit hereunder to cover any particular district <br /> in the City of Santa Ana. The holder of any permit hereunder may establish additional <br /> pa~ols in any district not covered by another permit, or application for permit, on <br /> file with the Chief of Police or City Clerk for presentation to the City Council, upon <br /> filing with the Chief of Police a report showing establishment of such patrol in such <br /> district. <br /> <br /> SECTION V: In the event that any person holding a permit under this ordinance <br /> shall, in the Judgment of the City Council, violate, or cause or permit to be violated, <br /> any of the provisions of this ordinance, or fail To comply with any ordinance or state <br /> law applicable to his business, the Council may suspend or revoke his permit. <br /> <br /> No permit under this ordinance shall be suspended until twenty-four hours afte~ <br /> written notice to the holder thereof, which notice may be left at his place of business, <br /> or at his residence. Such notice shall state the grounds of the suspension. <br /> <br /> No permit shall be revoked until a hearing shall have been had by the Council, <br /> in the matter of. the revocation of such permit, notice of which hearing shall be given <br /> in writing and served at least five (5) days p~ior to the date of the hearing, upon the <br /> holder of such permit, his manager or agent, which notice shall state the ground of <br /> complaint against the holder of such permit, and shall also state the time and place whe~ <br /> such hearing will be had. Such notice shall be served upon the holder of such permit, <br /> or agent, by delivering the s~ne to such person, or to his manager or agent, or by <br /> leaving such notice at the place of business or residence of such holder, with some adult <br /> person. If the holder of such permit cannot be found and service of such notice cannot <br /> be made upon~him in the manner herein provided, then a copy of such notice shall ce <br /> mailed, postage fully prepaid, addressed to such holder of such permit at such place of <br /> business, at least five (5) days p riot to ~he date of such hearing. The time of such <br /> notice may be shortened by the Council with the written consent of the holder of the <br /> permit. <br /> <br /> SECTION 8: Any person, firm or corporation violating any of ~he provisions <br /> of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof, <br /> shall be punishable by a fine of not more than Three Hundred Dollars ($300.00) or by <br /> imprisonment in the County Jail for not more than Ninety (90) days, or by both such fine <br /> and imprisonment. <br /> <br /> SECTION 9: All ordinances and parts of ordinances in conflict herewith are <br />hereby repealed. <br /> <br /> ~.ECTION lC: If any section, subsection, sentence, clause or phrase of this <br />ordinance is for any reason held to be invalid, such decision or decisions shall not <br />affect the validity of the remaining portion of this ordinance. The City Council hereby <br />declares that it would have passed this ordinance and each section, subsection, sentence~ <br />clause and phrase thereof, irrespective of the fact that any one or more sections, sub- <br />sections, sentences, clauses or phrases be declared invalid. <br /> <br /> S~ECTION ll~ The City Clerk shall certify to the passage and adoption of this <br />ordinance and shall cause the same to be published in three consecutive issues of the <br /> <br /> <br />
