EECTION 4: If any section, sub-section, sentence, clause or phrase of this ordinance is for any reason held to be invalid or unconstitutional, such decision shall not affect the validity of the remaining portions of the ordinance. The City Council of the City of Santa Ana hereby declares that it would have passed this ordinance, and each section, sub-section, sentence, clause and phrase thereof, irrespective of the fact that any one or more other sections, sub-sections, sentences, clausOs or phrases be declared invalid or unconstitution~ SECTION 8: The City Clerk shall certify to the passage of this ordinanc~ and shall cause the same to be published in three consecutive issues of the ORANG COUNTY REPORTER, a daily newspaper, printed, published and circulated in the City of Santa Ana, and hereby designated for that purpose, and thirty (30) days there- after shall take effect and be in force.
