ORDINANCE NO. 10~8 <br /> <br />AN ORDINANCE CREATING A TRAFFIC SAFETY C0~ISSION AND <br />A TRAFFIC SAFETY PATROL IN THE CITY OF SANTA ANAANI~ <br />PRESCRIBING RD-LES AND REGULATIONS THEREFOR. <br /> <br /> THE COUNCIL OF THE CITY OF SANTA ANA DO ORDAIN AS FOLLOWS: <br /> <br /> SECTION l: There is hereby created a commission in the City of Santa Ana to <br /> be known as the "Traffic Safety Commission". Said Commission shall consist of seven <br /> members. One of said members shall be a member of the City Council of the City of <br /> Santa Ana, to be appointed by the Nayor of said City, and to serve during his incumbency <br /> as a member of such City Council, and during the pleasure of the City Council. The <br /> other six members shall be appointed by the City Council for a term of three (3) years <br /> each, to expire on the 1st day of January o£ each respective year. The first members <br /> of such commission shall be appointed for terms as follows: <br /> <br /> The terms of two of such members shall expire on the 1st day of January, 1938, <br /> -the terms of'two of such members shall expire on the 1st day of January, 19~9, and the <br /> terms of the other two of such members shall expire on the 1st day of January, 1940. <br /> All subsequent appointments shall be for the term of three years each. The City <br /> Council shall have the right however, to remove any member of such commission at their <br /> pleasure and discretion. <br /> <br /> SECTION 2: The said Traffic Safety Commission shall investigate any and all <br /> matters relative or appertaining to traffic safety measures or improvements which may <br /> come to their notice. They may.make recommendations to the City Council concerning the <br /> same, and upon ~equest of the City Council shall report concerning any traffic safety <br /> <br /> question presented or referred to them. They shall appoint one of their members as <br />'Chairman and one of their members as Secretary at their first meeting following the <br /> <br /> first of each year, and they shall keep t~ue and correct records of all meetings, con- <br /> cerning traffic safety matters coming before them. <br /> <br /> SECTION 3: The Traffic Safety Commission shall from time to time at their own <br /> pleasure, recommend to the City Council that sald City Council appoint "Traffic Safety <br /> Patrolmen". Said City Council is hereby authorized to appoint such Traffic Safety <br /> Patrolmen, and when so appbinted by the City Council, such Traffic Safety Patrolmen shall <br /> be and they are hereby authorized to observe and report to the Commission any and all <br /> violations of the provisions of the Vehicle Code of the State of California and ordinance <br /> of the City of Santa Ana, enacted pursuant and supplementary thereto, relative or <br /> appertaining to violations affecting traffic safety. No person shall be appointed as <br /> Traffic Safety Patrolman without the approval of the Chief of Police. Such Traffic <br /> Safety Patrolmen shall be and they are hereby authorized to arrest and detain any and all <br /> persons they may observe violating such Vehicle Code or Ordinances when it will be a <br /> <br />further violation of the <br />detained is permitted to <br />Patrolman and the members <br />as generally required for <br />members of the Commission <br />shall serve for a period <br />appointment for a period <br />appointed as a temporary <br /> <br />provisions of such Vehicle Code or Ordinance if such person so <br /> <br />proceed unrestrained. Any person appointed as a Traffic Safety <br /> of such Traffic Safety Commission shall take an oath of office <br /> public officers before commencing upon their duties as such <br /> or Patrolmen. Each Patrolman appointed by the City Council <br /> of one year from the date of such appointment, provided that no <br /> of one year shall be made until after said person has been <br /> patrolman for a thirty day probationary period.
