flood waters have during the past year made certain emergency expenditures <br />necessary for repairs of public v~orks of the City of Santa Ana, and the only metho~ <br />available to the City Council of rais lng the money to meet said indebtedness has <br />been by ~mending Ordinance No. 105~, and the last preceeding amendment thereof by <br />its own teEus having ceased to be in force and effect on the 51st day of December~ <br />1939, ~nd the emergency still exists for rai~ing funds to pay for the repairs <br />necessitated by the drainage frc~ said flood waters, thorefore this ordinance <br />shall take effect from and after its adoption.
