ORDINANCE NO,. 1086 <br /> <br />AN ORDINANCE AMENDING ORDINANCE NO. 1024 <br />ENTITLED "AN ORDINANCE OF THE CITY OF <br />SANTA ANA ESTABLISHING RULES AND REGULATIONS <br />GOVEHNING THE USE OF PUBEIC PARKS AND PLAY- <br />GROUNDS IN THE CITY OF SANTA ANA.~' <br /> <br />THE COUNCIL OF THE CITY OF SANTA ANA DO ORDAIN AS FOLLOWS: <br /> <br /> SECTION 1: That Section 2 of Ordinance No. 1024 of the City of Santa <br />Ana, entitled "AN ORDINANCE OF THE CITY OF SANTA ANA ESTABLISHING RULES AND <br />REGULATIONS GOVERNING THE USE OF PUBLIC PARKS AND PLAYGROL~NDS IN THE CITY OF <br />SANTA ANA" be and the same is hereby amended by adding three new subdivisions <br />thereto to be lettered "Y", "E" and "AA" respectively, and to be in words and <br />figures as follows, tO-wit: <br /> <br /> "(¥). To remain, stand, stay or loiter in <br /> any part or portion of any public park or playground, <br /> or to sit, recline or occupy any seat or bench in <br /> any part or portic~ of any such public park or play- <br /> ground, when there is posted or displayed a sign or <br /> notice at or near such part or portion stating that <br /> such part or portion of such park or playgroudd is <br /> reserved for persons of one sex or for certain per- <br /> sons of certain ages, or such persons and their <br /> escorts or companions, in violation 0F such notice. <br /> <br /> "(E). To do or perform any act or thing or play <br /> or engage in any game in any part or portion of any <br /> public park or playground, unless there is posted or <br /> displayed a sign or notice at or near such part or <br /> portion of such park or playground stating that in <br /> such part or portion of such park or playground the <br /> doing of such act or thiug or playing of games is <br /> allowed. <br /> <br /> "(AA) The City Forester is hereby authorized and <br /> directed to post or cause to be posted such notices <br /> as shall be authorized by this Council or the Forestry <br /> Board of this City by motion or resolution, pursuant to <br /> the provisions of this Ordinance." <br /> <br /> SECTI0~ 2: The City Clerk shall certify to the passage and adoption <br />of this ordinance. An emergency has arisen creating an urgency for the immediate <br />adoption of this ordinance in order to preserve the public peace and safety, and <br />the facts constituting such urgency consist of the fact that certain men in this <br />City have persisted in certain conduct at and in this City, which has becc~e and <br />is offensive and dangerous to, and interferes with, the public enjoyment of <br />certain portions of such park by women and children, by playing cards and other <br />games ~nd sitting and idling in such portions of such park, and using garrulous, <br />loud, offensive and vulgar language, and by watching and staring with licentious <br />looks, in such portions of such park w~ere women and children are accustomed to <br />be, thereby annoying and frightening them, notwithstanding the fact that public <br />recreational tSlaces have been provided for playing such games, and for such men <br />to spend their time, thereby interfering wit2~ the comfortable enjoyment of such <br />portions of such pgrk by said women and children, and thus threatening the health <br />safety and peace of such persons. <br /> <br /> Therefore this ordinance shall be adopted at its first reading and <br />shall be in .e,f.fect from and after its adoption. The City Clerk shall cause <br />this ordinance to be published once in the "SANTA ANA INDEPENDENT", a weekly <br />newspaper printed, published and circulated in the City of Santa Aha, and hereby <br />designated for that purpose. <br /> <br /> <br />
