oRDINANCE NO. 1128 AN OR~ NANCE AMENDING ORDINANCE NO. lllO OF THE CITY OF SANTA ANA ENTITLED "AN ORDINANCE OF THE CITY OF SANTA ANA RELATING TO AIR RAID PRECAUTIONS. THE COUNCIL OF THE CITY OF SANTA ANA DO ORDAIN AS FOLLOWS: SECTION l: That Section 4 of Ordinance No. lllO of the City of Santa Ana entitled "AN ORDINANCE OF THE CITY OF SANTA ANA RELATING TO AIR RAID PRECAUTIONS" is hereby amended so as to read as follows: "SECTION 4: The maintenance or leaving of any illumination at night from sunset to sunrise, except within a blackout structure, without provision for its extinguishment wi thin one minute by a competent person over the age of eighteen years in attendance at the place where such illumination is controlled, is hereby prohibited. It is provided, however, that this section shall not be deemed to prohibit the maintenance of any warning light or lantern in'and about any excavation or obstruction in any public way or place, or at any place of danger upon public or private property, when such warning light or lantern is accessible and extinguish- able at the time of an air raid warning signal by any person, and when such warning light or lantern is required to be maintained by any other law or ordinance and is so designed as to emit no illumination upward in excess of twelve degrees from the horizontal and conforms to the standards prescribed bY the Ninth Regional Civilian Defense Board and is approved by the Com~n~nding General of the Western Defense Command and Fourth Army."' SECTION 2: The City Clerk shall certify to the passage and adoption of this ordinance and shall cause the same to be published by one insertion in the SANTA ANA REGISTER, a daily newspaper printed, published and circulated in the City of Santa Ana and hereby designated for that purpose. The City Council declares that this ordinance is adopted as an emergency measure and shall take effect from and after its adoption.
