308 <br /> <br /> ORDINANCE NO. 1159 <br /> <br /> AN ORDIN~q CE OP THE CITY OF SANTA ANA REPEALING <br /> ORDINANCE NO. 1157, CITT ORDINANCE ENTITLED "AN <br /> ORDINANCE ESTABLISHING A RECREATION DEPARTN~I~T FOR <br /> THE CITY OF SANTA ANA UNDER NANAG~I~ENT OF A <br /> RECREATION COMMISSION CONSISTING OF SEVEN (?) MEMBERS; <br /> PRESCRIBING THE MANNER OF APPOINTMENT OF THE MEMBERS" <br /> AND ESTABLISHING A RECREATION DEPARTMENT FOR THE CITY <br /> OF SANTA ANA UNDER MANAGEMENT OF A RECREATION CO~ISSION <br /> CONSISTING OF SEVEN (?) NENBERS: PRESCRIBING THE MANNER <br /> OF APPOINT~T OF SAID NEMBERS AND ACQUIRING AND <br /> DISPOSING OF FUNDS IN RELATION THERETO. <br /> <br /> BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS POLLOWS: <br /> Section 1: That Ordinance No. 1157 entitled "An Ordinance Establishing <br /> a Recreation Department for the City of Santa Ana under Management of a Recreatiol <br /> Commission consisting of Seven (?) Members; prescribing the Manner of Appointment <br /> of the Members" be and the same is hereby repealed. <br /> <br /> Section 2: That a Recreation Department under the management of a <br /> Recreation Commission consisting of seven (?) members, not more than five of whom <br /> shall be of the same sex, is hereby established for the City of Santa Ans. <br /> <br /> Section 5: All members of the Recreation Commission shall serve withou' <br /> compensation. All seven (?) of the members are to be appointed by the Mayor; <br /> two of the members shall be recommended by the City Council, two recommended by <br /> the Board of Education, one shall be appointed from. the Forestr~ Board, and two <br /> shall be members at large. Members of the Commission shall serve for a term of <br /> four (4) years or t~til their successors are appointed. Members of the <br /> Commission first appointed shall determine their respective terms of office by <br /> lot so that two members thereof shall serve for a teton of two (2) years; two <br /> members thereof for a te~m of three (5) years; three members thereof for a term <br /> of four (4) years. All vacancies shall be filled for the unexpired terms of the <br /> member whose office is vacant in the same manner as such member received original <br /> appointment. <br /> <br /> Section 4: T~e officers of Recreation Commission shall be a Chairman, <br />a Vice Chairman, a Secretary and a Traaau~sr, which said officers shall be <br />elected from their members immediately after their appointment by said Commission <br />as herein provided and annually thereafter. Their duties shall .respectively be <br />such as are usually carried out by such officers. Officers shall hold office <br />for one (1) year or until their successors are elected. The Commission shall <br />~y vote set a time for regular meetings which shall be held at least once each <br />two weeks and shall determine the manner in which special meeting may be held <br />and the notice given. A majority shall constitute a quorum for the transaction <br />of business. <br /> <br /> Section $: The Recreation Commission shall have power and authority <br />to manage and conduct recreation centers and recreational activities on such <br />grounds or in such buildings as may be placed under their Jurisdiction or made <br />available to them. They shall have power to conduct children,s playgrot~ds, <br />indoor and outdoor recreational activities, and in general to do any and all <br />things necessary or proper for the establishment and development of a well-rounded <br />recreational program. They shall have the power to appoint a general manager <br />who shall be known as the Director of the Recreational Department and such other <br />employees as may be deemed necessary.
