ORDINanCE N0.~__ AN ORDINANCE ESTABLISHING A RECREATION DEPANT~dF~NT FOR THE CITY OF SANTA ANA UNDER NANAGEIvNENT OF A RECREATION CO}~R~[ISSION CONSISTINg- 0F SEVEN }~BERS; PRESCRIBING NAI~NER OF APPOINT~RE~T 0F SAID ~ERS; PRESCRIBING NANAGE~NT A~[D SUPERVISION OF PUBLIC RECREATION; PRESCRIB- ING THE ACQUISITION OF AND ESTABLISITING PLAYGROUND AREAS, BUILDINGS AND ATBT,PUT!C FIELDS: ESTABLISHII~G A RECREATION FUND AND LEVYING OF A TAX T~REFOR. THE PEOPLE OF THE CITY OF SANTA ANA DO ORDAIN AS FOLLOWS: Section l: That a Recreation Department under the management of a Recreation Conm~ission consisting of seven (7) members, not more than five (S) of whom shall be of the s~ue sex, is hereby established for the City of Santa Aha. Section 2: All members of the Recreation Commission shall serve without compensation. Three (~) members at large shall be appointed by the ~tayor; two of the members shall be appointed by the City Council; and two shall be appointed by the Board of Education. ~embers of the Commis- sion shall serve for a term of four (~) years or until their successors are appointed. ~en~.bers of the Commission first appointed shall determine their respective terms of office by lot so that two members thereof shall serve for a term of two (2) years; two members thereof for a term of tt~ee (~) years; and three members thereof for a term of four (4) years. All vacancies shall be filled for the unexpired terms of the members whose office is vacant in the same manner as such member received original ap- pointment. Section b: ~herever the "Commission" is hereinafter used, unless it is otherwise expressly specified, it shall be understood to refer to and mean the Recreation Commission, as in this article constituted. Section 4: The Commission shall elect one of its members as Presi- dent, who shall hold office for one (1) year and until his successor is elected. The Comrmission shall have the power to appoint a general manager, who shall be known as the Superintendent of the Recreation Department, and · t the Supermntenden' shall act as Secretary of the Commission. The Commis- sion must hold regular meetings at least once every month, aud shall es- tablish such rules and regulations as it deems necessary for its govern- merit and for the faithful performance of its duties and which shall not be inconsistent with the laws of the State of California.
