SECTION ~: The Traffic Safety Commission shall prepare or cause to be prepared rules and regulations governing their own conduct. All such rules and regulations governing the Traffic Safety Commission shall first receive the approval of the City Council of the City of Santa Aha. The Traffic Safety Commission shall operate as a unit and not as individ- ual members thereof. All Commissioners shall serve without pay. SECTION 5: The Traffic Safety Commission shall designate one or more of its me, mbers to act as members of a County-wide Traffic Safety Council. SECTION 6: That all Ordinances or parts of Ordinances in conflict with the provisions of this Ordinance shall be, and the same are, hereby repealed. mOTION 7: The City Clerk shall certify to the passage and adop- tion of this Ordinance and shall cause the same to be published in three (3) consecutive issues of the Santa Aha Register, a daily newspaper printed, published and circulated in the City of Santa Aha and hereby designated for that purpose. The City Council hereby declares that an emergency exists for the immediate passage and adoption of this Ordinance and that traffic fatalities and accidents have become a menace to the public health and safety and this Ordinance is intended to assist in curbing and preventing such traffic hazards, ther~re, the City Council declares that this Ordin- ance shall take effect and be in force from and after its adoption. It is provided however, that in the event the provisions declaring an emergency should be declared invalid for any reason whatsoever, then and in that event this Ordinance shall nevertheless take effect thirty (30) days after the first publication thereof as hereinabove provided and thereafter shall be in full force and effect.
