SEVERABILITY OF PROVISIONS: It is the intention of the City Council that each separate provision of this Ordinance shall be deemed independent of all other provisions herein and it is further the intention of the City Council that if any of the provisions of this Ordin- ance are declared invalid all other provisions herein shall remain valid and enforceable, SECTION 7. The City Clerk shall certify to the passage of this Ordinance and shall cause the same to be published in three consecutive issues of the Santa Ann Register, a newspaper printed, published and cir- culated in the City of Santa Ann, and hereby designated for that purpose.
