RESOLUTION NO. 62-162 OF THE CITY OF SANTA ANA <br />EXPRESSING OPPOSITION TO FORMATION OF THE "WEST <br />ORANGE COUNTY WATER DISTRICT" <br /> <br /> WHEREAS, the City Council of the City of Santa Aha is informed <br />that a petition has been presented to the Board of Supervisors of <br />Orange County seeking the formation of a County Water District to <br />include the area presently served by the Dyke Water Company which <br />would take in unincorporated territory, large portions of the cities <br />of Anaheim, Westminster and Garden Grove, and some parts of the City <br />of Santa Aha, California; and <br /> <br /> WHEREAS, too many overlapping taxing districts already exist <br />in the Santa Ana River Basin area of Orange County, and the creation <br />of a new taxing district should not be considered unless there are <br />compelling reasons for its existence for the rendering of a service <br />that cannot be provided by existing governmental agencies and <br />districts; and <br /> <br /> WHEREAS, the existing water systems, both publicly and privately <br />owned, presently serve most of the area proposed for this new district <br />and presently stand ready to expand service into any unserved area in <br />need of water service, so that said new district would accomplish <br />little except to require the tax payers in the district to buy the <br />facilities of the present Dyke Water Company; and <br /> <br /> WHEREAS, there are at present studies of official action and <br />negotiations have been taken and are now being carried on by the <br />four cities with territory inside of the proposed boundaries covered <br />by said petition, seeking to condemn or purchase by negotiation those <br />parts of the Dyke Water Company within their boundaries; and <br /> <br /> WHEREAS, the activities next hereinabove referred to have <br />been initiated since the first step, the filing of a description with <br />the Orange County Boundary Co~mission which indicated an attempt to <br /> <br />-1- <br /> <br /> <br />
