SECTION 6: Recent events in the City of San Marino show that death or serious bodily injuries may be caused by the existence of un- capped, unfilled and abandoned wells, end open, unprotected excavations. To prevent t~ occurrence of a similar tragedy or accident ih this County, it is imperative t~at this Ordinance take effect immediately upon its passage. This Ordinance is, therefore, declared to be an urgency measure necessary for the Immediate preservation of the public peace, health and safety and shall become effective immediately upon its passage. SECTION ~: The City Clerk shall certify to the passage of this 0rdi~ance and shall cause the same to be published in three con- secutive issues of the Santa Ama Register, a newspaper printed, publi- shed and circulated in the City of Santa Ama, end hereby designated for that purpose.
