has enacted and made immediately effective the "Civil Defense Act of <br />1950." ~oth the Congress and the Legislature have adopted comprehen- <br />sive civil defense and disaster laws. Both Federal and State plans <br />contemplate immediate adoption of such local legislation as is neces- <br />sary to put into operation a coordinated and effective civil defense <br />and disaster program so t~at each citizen and each comm,~nity will be <br />ready in the event of a disaeter to afford as complete protection as <br />is possible to life and property. In order that the laws of this City <br />relative to ci?il defense and disaster may be brought into conformity <br />with the Federal and State plans at the earliest possible date, it is <br />necessary that this Ordinance take effect immediately. <br /> <br /> Section..12: Severability. If any provision of this Ordinance <br />or the application thereof to any person or circumstances is held <br />invalid, such invalidity shall not affect other provisions or appli- <br />cations of the Ordinance which can be given effect wlShout the inval- <br />id provision or application, and to this end the provisions of this <br />Ordinance are declared to be severable. <br /> <br /> Section l~: The City Clerk shall certify to the passage and <br />adoption of this Ordinance and shall cause the same to Be published <br />in one issue of the Santa Ana Independent, a newspaper printed, pub- <br />lished and circulated in the City of Santa Aha and hereby designated <br />for that purpose. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of Santa <br /> <br />Aha at its regular meeting held on the 17th day of Nay, 1951. <br /> <br />ATTEST: <br /> <br /> CITY CLERK <br /> <br />~AYOR <br /> <br /> <br />
